Job Summary:
The Vice President, Enterprise Marketing Strategy & Market Integration serves as the bridge between enterprise marketing strategy and market-level integration and execution-ensuring that creative, content, and campaign development are grounded in the realities of regional delivery systems, products and member experience. This executive plays a central role in harmonizing nationally led programs with market-informed insights, driving measurable growth and consistent performance across Kaiser Permanente-s markets.
This role establishes a feedback-driven and data-driven structure that connects enterprise priorities with local execution, enabling storytelling and strategy to reinforce one another. The Vice President ensures that national programs are continually refined by real-time audience signals, campaign performance data, and market insights, while local efforts remain aligned to the overarching enterprise strategy and brand narrative.
Accountable to the Chief Marketing Officer, this leader partners closely with Regional Presidents, Regional VP of Communications, Consumer Experience, National Marketing Leadership, Strategy & Business Development, Human Resources, IT, Sales and Business Development, and extended regional leadership to enable operational excellence and cross-functional integration that supports smarter targeting, consistent messaging, and dynamic marketing outcomes across all levels of the organization.
This role is supported by dedicated market-specific teams who use well-defined operating and RACI models with continuous feedback loops between regional insights and enterprise strategy to refine go-to-market plans and optimize investment decisions. The position will define and implement shared services team structures, clear roles and responsibilities to spread best practices, drive visibility, and ensure accountability to the metrics that maximize effectiveness and productivity.
Essential Responsibilities:
+ Integrate National and Regional Strategies:
+ Translate enterprise marketing priorities into regionalized strategies that reflect local nuances while maintaining brand consistency.
+ Create mechanisms for continuous learning between national and regional teams that drive alignment, speed, agility, and performance. alignment.
+ Create a Closed-Loop Feedback System:
+ Establish processes where consumer insights, audience behaviors, and campaign performance data continually inform national program design. Ensure that content and creative strategies are grounded in what resonates within markets.
+ Embed a disciplined learning agenda that uses audience insights, market trends, and performance data to shape enterprise marketing priorities and optimize investments.
+ Operationalize Market Delivery:
+ Define and lead an operating model that clearly delineates accountabilities between functional marketing teams, regional marketing pods, and shared services-including technology and analytics dependencies.
+ Lead a High-Performing Team:
+ Oversee a structure that includes Senior Directors for each geographic area (e.g., SCAL/HI, NCAL, CO and emerging markets, NW/WA, GA/MAS) and regional account managers responsible for day-to-day collaboration, implementation, and feedback loops.
+ Marketing Governance and Accountability:
+ Lead enterprise marketing governance that enables clear prioritization, visibility, and accountability to performance metrics. Establish aligned KPIs that connect campaign performance with membership growth, brand health, and business outcomes.
+ Advocate for Market Intelligence:
+ Serve as the voice of the regions in national forums, ensuring local context and competitive realities shape enterprise planning. Embed learning agendas and insights from markets into strategic planning cycles.
+ Cross-Functional Alignment:
+ Develops a unified enterprise-wide, full-funnel marketing strategy, that is informed by functional marketing strategies in brand, acquisition, and retention programs for B2B and B2C.
+ Works with regional leadership to develop multi-year investment plans and portfolio allocation to inform enterprise plans for achieving membership growth and retention at both regional and enterprise levels.
+ Drives an outside-in approach that balances regional consumer/customer/member expectations with organizational imperatives for growth and resource sustainability.
+ Collaborate with internal partners-including Sales and AM, IT, CEX, Regional Presidents, Analytics, Regional Communications, Human Resources, and Care Delivery teams-to ensure integrated, omnichannel strategies that drive growth and retention.
+ Operational Excellence:
+ Drive standardization and efficiency across markets for faster go-to-market execution, resource optimization, and best practice sharing.
+ Align and optimize cross functional marketing resources and strategies across regions to deliver consistent member experiences, drive retention, and ensure efficient use of financial and human capital.
Basic Qualifications:
Experience
+ Minimum ten (10) years of progressive leadership in marketing experience at enterprise level
+ Minimum five (5) years of experience in health plan or health care operational leadership roles, applying complex legal and regulatory principles
+ Minimum five (5) years of experience and understanding of care delivery, care management and social issues affecting health and care delivery for low-income and other vulnerable populations

+ Bachelors Degree in Marketing, Business Administration, or similar field
