Overview
Oversees the operations and maintenance of the systems responsible for electrical distribution, LNG Off-load services, power generation, water treatment and distribution, wastewater treatment and collection to a localized community.
Responsibilities
+ Provides oversight and general direction to utilities technicians regarding underground utilities, wastewater treatment, lift stations and ensuring the water and wastewater plants meet the compliance regulations set forth by regulatory agencies.
+ Management of strategic and tactical planning processes, both short and long term.
+ Responsible for monitoring the current utility infrastructure and ensure technicians are conducting annual Utility Infrastructure Condition Assessment on each asset
+ Manages contract compliance for utility operations and projects.
+ Monitors to ensure locates of utility lines are completed efficiently and accurately.
+ Responsible for generating and distributing the CCR (Water Quality Report) annually.
+ Responsible for providing technical analysis, review, measurement, and verification projects.
+ Comply with all Environmental & Safety and Quality Assurance requirements and goals.
+ Monitor employee work levels and review work performance in terms of quality, productivity and customer satisfaction; mentor employees; and train direct hires as well as subcontractor employees.
+ Participate in budget preparation and administration, coordinating purchasing and documentation, and monitoring departmental expenditures.
+ Determine schedules, sequences and assignments for work activities, based on work priority, type of utility services and skill of personnel.
+ Knowledge of applicable hazards, environmental and safety practices.
+ Ability to prepare clear, accurate, and concise reports and memorandums.
Qualifications
+ Minimum Qualifications:
+ Education: One-year related experience may be substituted for one year of education, if degree is required.
+ Bachelor’s degree in civil, Industrial, Electrical, Mechanical Engineering or other related engineering and scientific fields, based on a four-year course of study (ABET Accredited) preferred.
+ Experience:
+ Minimum five years of experience in managing a workforce providing services on contracts of similar size (City or US Military installation of 7,500 population, scope and complexity in power distribution, water production/distribution and Waste/Water treatment/distribution, power generation and electrical distribution systems.
+ Experience in developing and managing asset management/maintenance programs and systems including service scheduling, as well as developing and maintaining bench stock/authorized stock levels for O&M parts.
+ Working knowledge of Maximo.
+ Familiar with industry standards, U.S. Code (AWWA, OSHA, NEC, Clean Water Act, Naval Facilities Engineering Command (NAVFAC) Public Works, Navy Overseas Drinking Water Program Ashore Manual, CNIC M-5090.1, IEEE, and more.
+ Knowledge of water and wastewater treatment biology and chemical and bacteriological testing.
+ Other Requirements:
+ Ability to read, analyze, and interpret KPIs, plans, specifications, contract documents, control drawings, service bulletins, technical procedure manuals, equipment specifications, and governmental regulations.
+ Familiar with Power Generators, ATS, UPS, Utility Meters (Water/Power), Overhead/Underground Power Lines
+ Must possess Passport with at least 12 months of remaining validity and with at least 6 blank visa/stamp pages remaining.
+ Must possess driver’s license with at least 12 months of remaining validity.
+ Must be fluent in English.
+ The ideal candidate will have an advanced knowledge of and proven ability to make timely critical decisions based on analysis of the information presented from ambiguous or conflicting situations or when there is an associated risk. Possession of state license and certifications in any of the applicable areas (power generation, water distribution or wastewater) is preferred.
+ The UEM will direct planning, construction, operations, repair and replacement of power generation and distribution, water, wastewater systems. In addition, responsible for the water laboratory, engineering, planning and estimating in accordance to base policy and/or regulations and oversees the LNG Off-load operation in support of the LNG powerplant not operated by V2X.
+ Must be able to successful pass a background check and medical clearance
+ Technology/Software:
+ Ability to use MS Office (Excel, Word, PowerPoint, Outlook)
