MAJOR FUNCTION:
The Chief – Transport Operations is responsible for the overall leadership, coordination, and daily operations of the Specialty Care Transport Unit (SCTU) and the BLS (non-emergent) transport within Inspira Ground Transportation. This position ensures the safe, efficient, and compliant delivery of interfacility critical care and specialty transports, as well as non-critical transports by BLS. The Manager oversees the clinical and operational performance of SCTU and BLS operations personnel, including Registered Nurses, Paramedics, and Emergency Medical Technicians, ensuring adherence to NJ Department of Health (NJDOH) regulations, system protocols, and hospital policies. This role actively collaborates with Nursing Leadership, EMS Administration, and external stakeholders to maintain service quality, optimize resource utilization, and enhance patient outcomes.
QUALIFICATIONS:
Education & Experience:

• Providing leadership and direction for all SCTU/BLS Transport operations, ensuring high-quality, patient-centered care during interfacility transport.
• Managing staffing, scheduling, and deployment of SCTU/BLS resources to meet
organizational and contractual obligations.
• Monitoring compliance with N.J.A.C. 8:40 and 8:41 regulations and all applicable
regulatory standards governing BLS and Specialty Care Transport operations.
• Supporting recruitment, onboarding, and ongoing professional development of SCTU/BLS
transport personnel.
• Overseeing operational readiness of SCTU vehicles, equipment, and supplies, ensuring
safety and reliability.
• Collaborating with hospital departments, referring facilities, and regional partners to
ensure seamless coordination of patient transfers.
• Developing and implementing policies, performance metrics, and process improvement
initiatives to enhance efficiency and service delivery.
• Maintaining fiscal responsibility through monitoring of overtime, resource allocation, and
cost-effective operational practices.
• Serving as a resource to SCTU/BLS transport staff, promoting a culture of accountability,
teamwork, and continuous improvement.
• Oversees the proper and efficient operation of the SCTU program, including chart review,
documentation accuracy, quality assurance, and adherence to regulatory and hospital
standards. Ensures timely licensure renewal, staff training, and continuing education
compliance. Integrates SCTU/BLS transport services with Inspira's system standards,
maintaining alignment with network policies, procedures, and quality initiatives. Identifies
new service opportunities and strategies to improve patient care, staff performance, and
fiscal efficiency within the department.
• Shift Operations
Oversees routine shift operations including schedule management, call-out coverage,
timecard review, and daily resource deployment. Collaborate with supervisory and
dispatch staff to address operational issues and ensure consistent communication and
coverage across all SCTU/BLS transport bases. Responds to safety, operational, or
clinical concerns promptly, escalating issues as appropriate.
• Fiscal Responsibility
Maintains fiscal accountability for SCTU and BLS transport operations, monitoring budget
performance, overtime utilization, and capital needs. Uses data and performance metrics
to guide staffing, fleet, and operational decisions.
• People and Leadership
Promotes strong communication and engagement among SCTU staff, BLS transport staff,
educators, and leaders. Mentors team members and fosters a culture of safety,
professionalism, and continuous improvement. Supports recruitment, retention, and
performance management in collaboration with Human Resources and EMS Leadership.
• Hospital and System Liaison
Acts as the liaison between SCTU /BLS transport and all Inspira hospitals, maintaining
positive relationships and ensuring smooth coordination of patient transfers. Promotes the
SCTU and BLS transport service line across the network and community, emphasizing
quality care and operational reliability.
• Quality and Compliance
Facilitates quality improvement initiatives, staff performance evaluations, and patient chart
audits. Investigates quality or safety concerns and coordinates corrective
actions/measures. Ensures continuous compliance with all local, state, and federal
regulations governing SCTU operations and BLS non-emergent transport.
• Staff Competency
Maintains proficiency in SCTU and BLS non-emergent operations and clinical
competencies. Ensures all SCTU personnel meet education, certification, and
performance standards.
• Other Duties as Assigned
• Performs additional functions or projects as directed by leadership to support department
and organizational goals.
