Cushman & Wakefield are looking to strengthen with the addition of a Technical Services Manager (TSM) who will be responsible for day-to-day management of the various MEP and related services contracts on site to ensure that the contracts operate safely and efficiently and all necessary statutory and best practice compliance requirements are met and satisfactorily documented. The role also includes monitoring the various contracts to ensure that all contract specifications are met, using key performance indicators to monitor and record contractor performance. The TSM will also be responsible for supporting the day to day delivery of MEP and related small service charge and capital expenditure projects on site.
The TSM will have responsibility for managing service charge expenditure relating to the MEP and related service contracts and small projects across the Estate and will be responsible for scheduling works, so to manage service charge cashflow as necessary. The TSM will work closely with the Building Manager to report on expenditure, cashflow, statutory compliance and contract performance. The role includes the management of the MEP related elements of the estate health and safety system and the review and authorization of landlord and tenant MEP and works access permits using the building’s system/process. The TSM will manage the MEP related processes necessary to ensure compliance with the building’s ISO certification standards and procedures. The TSM will also be first point of contact for any technical and MEP related queries from tenants and occupiers as well as the wider operations management team and will provide support to the management team in respect of Licenses to Alter and Wayleave agreements.
Roles and ResponsibilitesTo pro-actively manage the day-to-day operations of the mechanical and electrical maintenance contract, lift maintenance contract, to give technical support related to any MEP or hard services contracts at the property.Monitor and review the services provided by the various contractors and ensure that the terms of all relevant contracts are being fully met.To manage the processes, policies and procedures necessary for effective operation of the contract.To review and amend supplier contract specifications.To establish contract and supplier contract costs and provide these to the building manager for inclusion into the annual service charge budget.Manage service charge expenditure in respect of relevant contract and any associated projects.To manage and report on service charge expenditure variation. Provide input into regular operational management meetings and reports as required.Attend regular site-based contractor review meetings.Establish and manage procedures for monitoring and benchmarking supplier and contract performance.Liaison with tenants and occupiers on general MEP related issues.Ensuring that all relevant health and safety, statutory and best practice policies and procedures are managed and adhered to and the site H&S systems are kept up to date and fully compliant.Review and approve tenant and tenant contractor access and works permits.Monitoring of general building condition and identification of health and safety issues or areas of improvement.Qualifications requiredIOSH / Nebosh Appropriate Engineering degree and/or HND/HNC qualification. (preferred)Current engineering professional status such as chartered, incorporated or Technician engineerAppropriate levels of technical awareness and compliance training.Required skillsExcellent organisational skills.The ability to communicate in a clear and concise manner.Demonstrable knowledge and comprehensive understanding of facilities management.Demonstratable skill and knowledge of the operation of MEP services and equipment.Experience in managing MEP and related service contracts.Experience in contract management.Experience and competency in the management of ISO standards compliance and reportingGood understanding of financial management and accounting processes.A strong technical understanding of commercial office building operations and servicesA full understanding of sustainability and environmental legislation and best practice.Full understanding and experience of setting contract KPI’s and management of contractor performance.Experience in developing and implementing new practices, policies and procedures.Knowledge and experience in health and safety management.Demonstratable skills and experience in project management and project cost planning.Strong time management and delegation skills.The ability to work proactively and flexibly to achieve goals and targets.
