This role supports enterprise data initiatives, gathering requirements for data projects, and providing analytical support to data owners across all branches of state government. The position focuses primarily on governance, assessment, and analytical functions while performing limited technical activities, ensuring state agencies maintain proper data practices while maximizing the value of state data assets. Human Resource Contact: Jennifer Erickson/307-275-1460/ jennifer.erickson1@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level. + Privacy assessment: work with policies, standards, and procedures for agencies for impact on either privacy or data governance and compile reports of those assessments. + Work with the Chief Data Officer and the deputy on formulating enterprise plans and initiatives. + Provides support to data owners by delivering data analysis, visualizations, or other methods in order to leverage State data, transforming it from data into information. + Work with State Agencies to assess the maturity levels of data compliance, practices, policies, procedures or standards. + Perform requirements gathering for projects, initiatives and reports. + Perform programming tasks in support of the other duties. + Perform some independent, limited technical activities and simple user management. Qualifications PREFERENCES: Bachelor’s degree in computer science, information systems, or similar field. Data related positions with increasing responsibility over time typically including database management / analysis, data integration, and data mining. Hands-on experience with data integration tools and collaborating with data owners to meet business needs. Experience with general data mining principles and techniques. Experience with large data systems, scripting languages, AI, and visualization techniques. KNOWLEDGE: + Proficiency in data analysis techniques, statistical methods, and data visualization tools + Basic to intermediate programming skills in languages such as SQL, Python, R, or similar for data manipulation and analysis. + Understanding of data privacy regulations, governance frameworks, and compliance requirements. + Knowledge of database systems and data management principles. + Experience with business intelligence and reporting platforms (Power BI, Tableau, etc.) + Ability to write reports, analyze how policies are written, and assess their impact on data governance and privacy. + Skills in eliciting, documenting, and analyzing business requirements for data projects. + Capability to evaluate organizational data practices and recommend improvements. + Ability to identify privacy risks and data governance gaps. + Stakeholder Engagement: Strong interpersonal skills for working with diverse agency personnel and gaining buy-in for data initiatives + Written Communication: Excellent report writing and documentation skills + Presentation Skills: Ability to translate complex data concepts into accessible information for various audiences + Systems Thinking: Understanding of how data flows across government agencies and enterprise systems + Change Management: Skills in overcoming resistance and promoting adoption of new data practices + Ability to work in evolving regulatory and technological environments MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Computer Technology) Experience: 0-3 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst II OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Computer Technology) with acquired knowledge at the level of a Technical Analyst II Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Typical office setting NOTES: + FLSA: Non-Exempt + Successful candidate must pass a background check Supplemental Information Clickhere (https://ai.wyo.gov/divisions/human-resources/consultative-services/compensation/pay-tables-salary-averages) to view the State of Wyoming Classification and Pay Structure.
