The Norfolk Department of Human Services is a multifunctional agency providing services to strengthen children, families, and individuals. NDHS provides social services and juvenile services. Services include foster care, adoption services, adult protective services (APS), child protective services (CPS), job assistance, supplemental nutrition assistance (SNAP), medical assistance, Medicaid, and many other comprehensive services to meet the needs of Norfolk residents. NDHS works cooperatively with community organizations to ensure comprehensive services are available to all children, adults, families, and individuals who need them. Juvenile Justice services includes the Juvenile Detention Center and Virginia Juvenile Community Criminal Control Act (VJCCCA).
The administrative arm of the NDHS Operations Unit provides business and administrative services to the agency, serving over 500 employees located at 741 Monticello Avenue, the Norfolk Juvenile Detention Center, and Out stationed Workers located at JDR Court, CHKD and Norfolk General Hospitals. Core services provided by Operations include Procurement (purchasing) Services, Facilities Management, Fleet/Motor Pool Administration, Records Management, inventory management, coordination of security and custodial services and Emergency Shelter Operations. Day to day tasks include maintaining copiers, coordinating reproduction services, scanning incoming agency mail, posting received documents to case records, transfer and destruction of records, sending and receiving transferred benefit cases between localities, issuing & managing agency mobile phone devices, issuing agency access I.D. cards, managing and issuing EBT Vault Cards to clients, managing USPS, Federal Express, departmental and state pouch mail operations, managing inventory and distributing supplies. The nature of the tasks require that Operations staff is available so that tasks are completed daily and in a timely fashion.
Department Hiring Salary Range: $40,688 - $46,791.20
Essential Functions
Essential functions include but are not limited to:
+ Performs financial duties by maintaining and entering contracts into log, tracking overdue contracts and logging deposits, matching checks with invoices, matching invoices to requisitions, processing payments, contacting vendors regarding invoices or credits, processing transactions and billings, processing time sheets and payroll, verifying payments received, and recording account transactions.
+ Performs clerical duties by greeting visitors, scheduling appointments and meetings, coordinating travel arrangements, maintaining and retrieving files, distributing calendars and work schedules, maintaining and ordering office supplies, notifying other agencies of information, answering and directing phone calls and resolving issues, entering data into the computer, issuing petty cash, researching contracts and work orders, processing various plans, keeping various logs of information, preparing various reports, maintaining databases, dispatching work orders and information by radio, entering work orders into the system, preparing correspondence and reports, picking up and delivering documents, typing legal correspondence and documents, researching documents as requested, processing incoming mail, processing paperwork, and completing paperwork.
+ Performs personnel duties by helping employees file claims, following up on their progress, contacting insurance companies, preparing payroll, tracking shift differentials, maintaining leave records, enrolling employees in benefits, submitting information, assisting with recruitment, coordinating training sessions and resolving employment related issues.
+ Answers and directs telephone inquires, enters data into payroll system, conducts research as requested. Processes paperwork, maintains files, types documents and correspondence, compiles reports, sorts and distributes mail, orders office supplies. Maintains payroll, leave and benefits records.
+ Provides clerical support for emergency storm clean-up teams.
+ Sorting, distributing and scanning incoming agency mail
+ Posting received documents to case records
+ Transfer and destroy client case records according to the Va. State Code
+ Monitor on-site shredding of discarded agency documents
+ Sending and receiving transferred cases between localities
+ Issuing EBT Vault Cards to clients as needed
+ Open and close client records
+ Performs other duties as assigned
Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
One year of general office work experience. A bachelor's degree or above may substitute work experience (as approved by the department).
The ideal candidate will possess the following:
+ Demonstrates basic computer skills, including spreadsheets, word processing and outlook.
+ Good verbal and written communication skills.
+ Experience working with confidential files and records
+ Experience with Spider and VaCMS
Additional Information & Requirements
Working Hours: Monday – Friday, 8:30am-5:00pm

+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
