Supervisory Health System Specialist
Summary About the Position: This position is located at either Joint Base Lewis McChord, Washington OR at Falls Church, Virginia with the Defense Health Agency under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs. This is a Direct Hire Solicitation Salary negotiation may be available for those candidates who are new to Federal service. Leave accrual negotiation may be available for those candidates who are new to Federal service. Responsibilities Serves as a senior subject matter expert and top agency authority for Federal Electronic Health Record (EHR) business operations, including patient registration, appointment scheduling, referral management, and revenue cycle configuration. Manages an enterprise-wide business informatics portfolio of approximately 20 projects and over 100 change requests that impact MHS GENESIS and Revenue Cycle operations across the Military Health System (MHS). Develops and implements both tactical and strategic plans for health IT solutions based on the priorities of senior leadership, ensuring alignment with organizational goals. Directs the end-to-end development, coordination, and enterprise-wide implementation of Revenue Cycle policies, procedures, and standardized workflows for the Defense Health Agency (DHA). Acts as the principal liaison with the Program Executive Office, Defense Healthcare Management Systems (PEO DHMS), the Federal Electronic Health Record Modernization Office (FEHRM), and the Veterans Health Administration (VHA). Represents the DHA on federal governance and oversight committees, using expertise and negotiation to ensure DHA equities are represented, resolve cross-agency governance issues, and promote interoperability. Plans, directs, and evaluates the work of subordinate Health System Specialists. Develops performance plans, assigns priorities, provides advice and instruction, resolves grievances, and recommends personnel actions such as selections and promotions. You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes managing Electronic Health Record (EHR) business operations (such as Revenue Cycle); AND advising health system strategic planning to senior leaders; AND recommending health system initiatives to stakeholders; AND directing the work of subordinate staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
