This position exists to perform comprehensive management and direction of sites in the Superfund family of programs (State/Federal Superfund, Site Assessment, Dry-Cleaner fund, RCRA Corrective Action). The primary work of this senior-level project manager position is directing and managing environmental investigations to decide if cleanup actions or building mitigation are needed. In cases that progress beyond the investigation stage this position manages and directs the selection of specific environmental cleanup or building actions and ultimately the completion of the needed additional work such that public health and environmental risk are mitigated.
The Superfund process is used to evaluate potential releases of hazardous substance that may pose a threat to human health or the environment, and also to respond to contamination that has been identified. The process is guided by criteria established under State and Federal Superfund law. Senior-level project managers are responsible for "cradle to grave" management and decision making at projects under guidance and direction of program and Agency leadership. The MPCA Superfund Program is charged with responding to several emerging environmental issues and as such is a fast paced and high workload environment.
This position will be responsible for conducting responsible party (RP) searches and RP determinations, with the potential of enforcement actions and negotiations with the identified RPs in order to ensure compliance with site investigation and cleanup requirements. Enforcement actions may include issuance of Agency enforcement documents such as Requests for Information, Requests for Response Actions, Commissioner Notice Letters, Determinations of Inadequate Response; and ultimately preparation of a recommendation to list sites on the State's Permanent List of Priorities.
**Minimum Qualifications**
A Bachelor’s degree in Hydrology, Geology, Hydrogeology, Water resources, Soil Science, or other closely related environmental field **and** two years advanced professional experience remediating contaminated properties (Advanced professional-level experience is equivalent to Senior Environmental Specialist/Environmental Specialist 3 level work).
Candidates must be skilled in communicating, negotiating and collaborating with stakeholders who have varying ways of contributing to project outcomes. Communication skills must be sufficient to present information and results concerning environmental and public health risks.
Candidates must have effective planning and project management skills (including contracting, budgeting, and invoicing) and the ability to make environmental risk decisions based on data.

**Preferred Qualifications**
Knowledge and understanding of federal, state, and local environmental laws, rules, regulations, and standards related to environmental investigations and remediation/cleanup of contaminated properties, including CERCLA, MERLA, and RCRA Corrective Action.
Experience conducting and scoping environmental investigations of soil, groundwater, surface water, soil vapor, and indoor/outdoor air.
Demonstrated experience prioritizing and managing various activities, tasks, and phases of numerous, complex projects, and performing senior-level project management work.
Knowledge of and experience with remediation/cleanup and mitigation approaches/technologies of releases of various non-petroleum contaminants, including chlorinated solvents, PFAS, and 1,4-Dioxane.
Strong written and verbal communication, interpersonal, and collaboration skills, including the ability to comfortably and accurately present complex scientific and public health information to internal and external stakeholders, including public audiences.
Advanced project management experience conducting environmental investigations, including: technical writing and review of written submittals, work plans, costs proposals, and bid specifications and solicitations, management of contractors and subcontractors, and evaluation and interpretation of analytical data.
Demonstrated ability to manage, lead, communicate, and resolve potentially contentious, controversial, and complex environmental issues.
Proficiency with GIS and/or other advanced mapping/modeling applications and software.
**Physical Requirements**
Requires occasionally lifting and/or carrying such articles as file folders, ledgers, and small equipment. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.
**Additional Requirements**
Position duties may require travel but driving is not a minimum qualification or essential function of this position. Employees who may drive for state business will need their driver’s license checked prior to operating a state vehicle.
