Subcontracts Administrator

Job Summary The Subcontracts Administrator supports the administration of service agreements for the EUCOM Program and other R&S initiatives by performing a full range of procurement and subcontract administration activities. Responsibilities include supplier qualification, issuing and evaluating RFPs, and maintaining subcontract files in compliance with established procedures. The role independently manages low- to medium‑complexity service agreements and assists Senior Subcontracts Administrators with more complex requirements. Working under general supervision, the SCA applies standard subcontracting concepts, develops advanced skills, and contributes to process efficiency and compliance. Strong oral and written communication skills, a positive attitude, and the ability to work effectively in a diverse team environment are essential for success in this position. Roles and Responsibilities + Performs full range of procurement and administration activities associated with subcontracting work. + Qualifies suppliers, issues requests for proposals, evaluates proposals, maintains subcontract files in accordance with established procedures. + Oversees and performs the full range of procurement and administration activities associated with subcontracting work on a project. + Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within their field. + Displays core job competencies by analyzing possible solutions using standard procedures while developing advanced skills. + Perform other duties as assigned. Basic Qualifications (Required Education, Experience, Skills, and Certifications) + Skills required for this job are typically acquired through the completion of an undergraduate degree and 2+ years of experience, or equivalent work experience in lieu of degree. + Proficiency in both written and spoken English is required. + Must possess strong administrative and organizational skills and contribute to effective team communication. + Requires working knowledge of Microsoft Office (Word, Visio, PowerPoint, Outlook, Excel, Teams, SharePoint, etc.) + Requires a valid passport with at least 12 months of validity and 6 blank pages.
