Job Description

The Subcontracts Administrator is responsible for leading activities involved in procuring goods and services while interfacing with suppliers and internal departments. This role involves purchasing parts, spare parts, special tools, and test equipment, along with services for projects, while establishing and maintaining good supplier/customer relations with all vendors. Proficiency in Excel is essential due to the manual nature of our systems.

ResponsibilitiesPurchase parts, spare parts, support equipment, and other required materials or equipment to support the manufacturing of railcars.Assist, interface, influence, and advise the engineering, quality, accounting, production, and project management departments to ensure project requirements are met.Manage, maintain, and issue manual or computerized procurement records.Interface with the logistics team for arrangement of shipments and handling shipping claims.Follow up with vendors to ensure timely delivery of materials, parts, or services by monitoring and expediting vendor purchase orders.Issue requests for quotations, negotiate prices, and all levels of terms and conditions, develop supplier surveys, prepare, negotiate, and issue purchase orders and subcontracts.Establish and maintain good company/customer relations with vendors and authorize payments for vendors under your purview.Facilitate the maintenance of project schedules and ensure compliance with all current company policies and procedures by the purchasing department and other departments.Continuously review methods and costs for areas of responsibility to enact improvements.Provide mentoring and back-up for the Purchasing Coordinator and perform special projects and back-up for the Sr. Purchasing Manager.Essential SkillsContract and subcontract administrationPurchasing experienceVendor managementContract negotiationsAdditional Skills & QualificationsBachelor's degree or related experience with a minimum of 3 yearsExperience with outside vendor relationsKnowledge of rail manufacturingKnowledge of logisticsRail industry knowledge is a plusWork Environment

The position is based onsite/hybrid at the El Segundo office, with a relocation package available for the right candidate.

Pay and Benefits

The pay range for this position is $85000.00 - $110000.00/yr.

Required Skills:
•\tWork to improve supplier performance with regard to Supplier on time delivery while meeting scheduled delivery dates.
•\tHigh level of computer skills (Microsoft Word, Excel, and PowerPoint)
•\tFormula use and analysis of data in Excel
•\tStrong verbal and written skills. Knowledge of configuration management principles.

•\tAbility to work with numbers in an accurate and rapid manner.
•\tAbility to read, understand, interpret and negotiate all terms and exhibits of KI purchase orders and subcontracts.
•\tAbility to read, understand, interpret and negotiate all terms provided in supplier quotes.
•\tAbility to complete small and medium level purchase orders without assistance.
•\tAbility to negotiate large purchase orders with full Subcontracts. Large purchase order terms being negotiated need to be able to be proposed to management for review including the proposed language to which the purchase order or subcontract should be revised. Proposed changes must be logical, clear, concise, in proper purchase order language and address the issue at hand.
•\tAbility to read, investigate, understand and interpret historical documents, methods for KI and apply those concepts in current work. As well as to identify and implement process improvements.
•\tAbility to identify when a supplier’s terms/responses do not represent the best interest of KI and mitigate the associated risks with language for terms.
•\tAbility to issue non-LA Project equipment POs without assistance.
•\tAbility to negotiate with suppliers for decreased pricing, shipping schedules, and terms advantageous to KI without assistance.
•\tAbility to identify when a supplier’s terms/responses do not represent the best interest of KI and negotiate a solution.
•\tAbility to understand and perform functions for Disadvantaged Business Enterprises (DBEs) activities and requirements, including completing the annual DBE goal.
•\tAbility to perform all purchasing functions for the after-market sales.
•\tAbility to understand Buy America requirements and perform the Buy America calculations, including maintaining the Buy America spreadsheet and provide back-up for the Sr. Purchasing Manager as the representative for KI in a Buy America Audit.
•\tAbility to review released Material Order Sheets (MOS), determine if the information is logical and complete based upon the provided information and historical information, including provision of Spare Parts from the PF forms, and to advise engineering of required corrections.
•\tAbility to manage a minimum of 20 minor suppliers and the ability to begin to handle 3-5 major suppliers. Management includes the entire process from release of MOS, through quote, negotiating, writing and releasing POs, managing delivery, inspection and any claims through completion of the PO.
•\tHave overall knowledge of the project schedule, requirements, procedures, and phases including testing, warranty, delivery requirements, acceptance requirements, etc.; major and minor subsystems; and production.
•\tAbility to manage spare parts deliveries and the spare parts tracker.
•\tAbility to understand and assist with bid proposals.
