Unleash your talent and redefine what’s possible. **Job Description:** **Strategic Pursuit Lead** **Dubai, UAE** **Parsons is looking for an amazingly talented** **_Strategic Pursuit Proposal Lead_** **to join our team!** In this role, you will lead and deliver Parsons’ most complex, high-value pursuit proposals, shaping winning strategies and translating them into compelling, compliant, and differentiated submissions for priority opportunities. The Strategic Pursuit Proposal Lead is responsible for leading, directing, and delivering Parsons’ most critical, complex, and high-value pursuit proposals from early positioning through submission and award support. This role owns the proposal strategy, win themes, narrative, and delivery approach for priority pursuits, ensuring disciplined execution, compelling differentiation, and executive-level quality. Operating at the intersection of Proposal Management, Capture, Business Development, and Executive Leadership, the Strategic Pursuit Proposal Lead serves as the single point of accountability for pursuit proposal outcomes, translating strategy into winning, compliant, and persuasive submissions. **What You'll Be Doing** + Leads the **end-to-end development of strategic pursuit proposals** , from pre-RFP positioning and kick-off through final submission and post-submission support. + Owns the **proposal strategy, win themes, value proposition, and messaging architecture** , ensuring a clear, consistent, and compelling client narrative. + Acts as the **single point of accountability for proposal direction, quality, and outcomes** on assigned strategic pursuits. + Partners closely with Capture Managers and Business Development to translate capture strategy into executable proposal content and structure. + Establishes and enforces strong **proposal governance** , ensuring full compliance with the Business Acquisition Process (BAP), solicitation requirements, and internal quality standards. + Provides **clear, timely updates to senior leadership** on proposal status, risks, issues, and decision points. + Prepares and facilitates **proposal gate reviews, color reviews (Pink, Red, Gold), and executive briefings** , supporting informed go/no-go and submission decisions. + Identifies and mitigates proposal risks, escalates issues when required, and drives timely resolution. + Directs development of **compliance matrices, annotated outlines, proposal schedules, resource plans, and content plans** for complex solicitations. + Leads proposal kick-off meetings, strategy workshops, storyboarding sessions, and WinLabs to align teams around a single proposal vision. + Oversees proposal development to ensure deliverables are **compliant, responsive, persuasive, and differentiated** , while enabling Proposal Managers and authors to execute effectively. + Ensures consistent application of **best-in-class proposal tools, templates, and methodologies** across strategic pursuits. + Provides **hands-on strategic authorship and review** of critical proposal sections, including executive summaries, cover letters, win themes, management approaches, and value narratives. + Reviews draft and final submissions to ensure **clarity, consistency, strategic alignment, and executive-level quality** . + Directs graphics, layout, and branding to ensure visual storytelling reinforces the written narrative and client priorities. + Leads **proposal-to-orals continuity** , ensuring messaging alignment between written submissions and interview presentations. + Defines interview storylines, key messages, and slide structures, and supports panel coaching and rehearsal planning. + Oversees preparation of interview materials and ensures readiness for client engagement. + Drives continuous improvement in **pursuit proposal strategy, processes, and delivery practices** to improve win rates and efficiency. + Leads post-submission and post-award/loss reviews, capturing lessons learned and translating them into actionable improvements. + Develops and maintains reusable proposal content, win themes, and client-specific positioning materials for future pursuits. + Supports corporate and industry recognition submissions where proposal excellence contributes to strategic positioning. + Provides mentorship and coaching to Proposal Managers, Coordinators, and pursuit team members on complex proposals. + Supports capability building through onboarding, training, and knowledge sharing across the proposal function. + Promotes a **high-performance proposal culture** focused on accountability, quality, collaboration, and results. **What Required Skills You'll Bring** + Bachelor’s Degree in a relevant discipline (or equivalent experience) + Minimum 15+ years of progressive experience in proposal leadership, pursuit management, or strategic proposal delivery on complex, high-value opportunities + Proven experience leading large-scale pursuit proposals with individual contract values of USD 100 million and above + Demonstrated experience leading joint venture (JV), consortium, and partner-led bids, including coordination across multiple organizations, governance structures, and integrated proposal teams Parsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.
