POSITION INFORMATION The Staff Development Specialist is assigned to the Human Resources Division, and assesses training needs, develops and coordinates staff development programs, and delivers training in areas such as personnel practices, performance management, automated systems and applications, and other department-specific functions under the guidance of an Administrative Services Manager I. Success in this role requires knowledge of training principles and methods, effective communication skills for presenting to groups, and the ability to develop instructional materials, reports, and related documentation. The position serves as the lead coordinator for countywide training and employee development initiatives, researching and analyzing training needs, recommending program enhancements, supporting employee orientation, and monitoring departmental compliance with training and performance evaluation requirements. The position also assists in preparing human resources reports and written materials and contributes to a wide range of staff development and organizational improvement efforts. Essential Job Functions Conducts research and analysis of training needs and makes recommendations to management concerning the need for new training programs and for revisions in existing training programs to increase their effectiveness. Plans, develops and implements employee orientation and training programs based on identified training needs and on input provided by management and supervisory staff. Schedules and conducts classroom training sessions; prepares training manuals and other training aids for trainers from within or outside the Department. Participates in the delivery of training programs; conducts classroom instruction in orientation, induction, and in-service training. Identifies, organizes and sequences subject matter to be taught in training programs to assure maximum effectiveness. Participates in developing evaluation studies and measurement tools to aid in assessing the effectiveness of training programs and in improving their quality. Coordinates employee participation in courses and seminars offered by the County, governmental agencies, educational institutions, and vendors of equipment, materials and systems used by the department. Participates in identifying, evaluating and recommending vendors for staff development programs, coordinating program delivery with vendors, and monitoring program delivery to assure performance is in compliance with contract provisions. Assists in preparing budgets for the various training programs and the preparation of required reports; composes procedural manuals, training reports and related correspondence. Requirements REQUIREMENTS TO QUALIFY: Option I: A Bachelor's Degree* from an accredited college or university in training, education, organizational development, communications, human resources or a closely related fieldAND one (1) year of staff experience** in planning, developing, and conducting staff development training programs and related activities. -OR- Option II: A Bachelor's Degree* from an accredited college or university ANDtwo (2) years of staff experience** in planning, developing, and conducting staff development training programs and related activities. ***One additional year of the required training experience may be accepted for each year of college up to a maximum of four (4) years.
