Sr. Technical Regulatory Compliance Engineer

Role Definition 1. A person located in the Product Group that monitors, obtains, communicates, and coordinates regulatory compliance requirements within their assigned product group and is often the person that executes activities to ensure compliance of the products under their assigned design control. This person is a single point of contact between the product group, PC&S, and any 3rd party agency/notified body. 2. Has comprehensive knowledge of internal and external worldwide standards and regulatory requirements applicable to the various products under their assigned design control. This person utilizes processes developed by PC&S team and manages (e.g., executes) activities to meet product compliance requirements wherever they are initially sold. + He is listed as a primary contact in the Product Group Regulatory Compliance Coordinator contact list maintained by PC&S + He is listed as one of the recipients of incident reports for their respective products (distributed by litigation support team via daily emails or download of the last ten years of data upon request) + Receives PC&S communication and relays applicable requirements to their team (e.g., NPI, CPI, control system, light fab). + Advises their team (e.g., commercial, design) on actions necessary to meet global product requirements. + Attends PC&S hosted product compliance meetings, symposiums, and applicable Industry Association meetings. + Prepares necessary product compliance documents (e.g., Technical Construction Files) and manages third party product approvals (e.g., EU sound documentation and Chinese machine certification, Eurasian Economic Union certification) + Ensures compliance documents and all supporting documents are maintained in a secure location, preferably centrally stored in Product Enterprise Compliance Management System (ECMS) compliance library. This manages expiration / renewal of compliance documents. + Ensures proper filing of Declaration of Conformity documentations (e.g., Product Certificate Request Tool) + Prepares product test, validation, or risk assessment documents when necessary. + Ensures proper filing of Operator Protective Structures Database + Ensures proper product markings / warning films are placed on the machines. 3. Communicates applicable published & draft requirements (e.g., standards, regulations) being developed to their respective product group and executes implementation of necessary design / features required to meet the intended market. 4. Facilitates product certifications work (e.g., road homologation, noise certification, regional certification) and requests assistance from PC&S team when necessary. 5. Validates product certification status, validates product certification marking and related data. + Communicates with PC&S staff to validate DUPLICATE PIN order data + Facilitates DUPLICATE regional certification plate orders (CE, EAC, Auxiliary) 6. Executes product compliance activities in the New Product Introduction programs, Continuous Product Improvement programs, New Market Introduction Programs, and New Source Introduction. This ensures all areas that impact product compliance is addressed. + Provides NPI support/feedback for compliant machine design. Signs off on NPI, CPI, NMI, and NSI process risk assessments. + Participates in NPI core team meetings, NPI team meetings, and space claim meetings. + Creates/releases and maintains required certification drawings. + Approves Engineering Change Order for all prints that impact product compliance / product safety. + Obtains/signs required service contracts with 3rd party. + Performs Risk Assessments when needed in coordination with PC&S team. + Coordinates machine/safety compliance reviews and participate in ongoing design and virtual reviews. + Reviews Incident Reports and advises the product group on any action required (e.g., risk assessments) + Determines features necessary for compliance in the intended markets (optional attachment vs standard features) + Manage compliance related validation activities (timeline). Review/approve all draft test reports impacting product compliance before being published as final. 7. Reviews and executes external product compliance related communications (e.g., defensive writing techniques used) + Operation and Maintenance Manuals (e.g., safety sections, safety markings) + Marketing materials such as Specalogs + Price list product compliance descriptions, mandatory attachments, and helps maintain accuracy of the price list Compatibility Tables + Product marking + Drafts product Conformance Letters, Assurance Letters, obtains signature authorization. 8. coordinates between the Corporate Legal Services and subject matter experts where litigation or other investigation is involved. 9. coordinates with other Product Group Regulatory Compliance Coordinators to ensure a consistent level of regulatory and standards compliance across other Caterpillar products. 10. Helps PC&S develop corporate safety design guides, industry standards. Risk Management: Knowledge of processes, tools and techniques for assessing and controlling an organization's exposure to risks of various kinds; ability to apply knowledge of risk management appropriately to diverse situations. Level Basic Understanding: • Identifies major categories of business risks. • Describes key issues and benefits of risk management practices. • Describes potential consequences associated with specific examples of business risks. • Makes use of organizational resources for risk avoidance and management.
