Job Description

The Senior Program Manager is a hands-on leader who keeps critical public health programs running smoothly—especially those that require rapid response, community coordination, or 24/7 readiness. You’ll guide teams, manage day-to-day operations, and partner with internal leaders and community stakeholders to deliver programs that truly make an impact.

What You’ll Do

Lead high-impact or mission-critical public health programs, including emergency or after-hours operations

Supervise and support program staff through coaching, accountability, and team development

Plan, implement, and improve programs aligned with public health priorities and grant requirements

Track outcomes using data, dashboards, and performance metrics to drive continuous improvement

Manage budgets, monitor expenses, and support grant reporting and compliance

Build strong partnerships with community organizations and represent JCPH at events and meetings

Ensure services are culturally responsive, accessible, and community-driven

Maintain compliance with public health regulations, accreditation standards, and HIPAA

Respond to special assignments during public health emergencies as needed

Minimum Requirements

Bachelor’s degree in public health, human services, social work, health promotion/education, or a related field

2+ years of progressively responsible related experience

Proven leadership in high-pressure or rapidly changing environments

Experience managing workflows, budgets, and grant deliverables

Strong interpersonal, facilitation, and communication skills

Experience working with diverse communities and cultures

Proficiency with common computer software (Word, Excel, databases, presentations)

Ability to prioritize work, meet deadlines, and work independently

Ability to meet fleet driving requirements if driving is required

Preferred (Nice to Have)

Master’s degree in a related field

Advanced knowledge of behavioral epidemiology or health promotion principles
