The AWS AMER Cost Control team is seeking a passionate and motivated construction cost engineer to support a portfolio of Data Center Construction projects in North and South America. The ideal candidate is innovative, analytical and knowledgeable of the global construction market, the core systems integral to the construction of data centers, and their associated costs. You should have a bias toward automation and a track record of creating benchmarks and metrics to support efficient and effective cost controls. You pay attention to detail and solve problems at their root. You have experience working with remote teams and ability to communicate effectively with both construction and non-construction professionals. Key job responsibilities
Success as a Construction Cost Engineer is measured by:
Make strategic decisions on vendor selection, contract negotiations, onboarding, and management of 15+ third-party Quantity Surveyor vendors for AWS data center projects.
Directs and oversees cost controls function integration while leading collaboration with multi-disciplinary teams globally.
Conduct performance reviews for contractors and vendors, and develops organizational training strategies to enhance cost management efficiency across the portfolio.
Lead and manage the Cost Controls function, including budget management, forecasting, change management diligence, invoice review, contract compliance, and risk mitigation.
Exercise independent decision-making over cost management operations, making critical financial decisions and managing a team of Quantity Surveying vendors.
Develop and execute cost control strategies, tracking progress and recommending improvements for cost efficiency while collaborating with AWS leadership and global stakeholders.
Lead the bid review process, establishing standardized evaluation frameworks, defining cost and risk assessment criteria, and making key procurement recommendations to executive leadership on large-scale construction contracts.
Collaborate with pre-construction and procurement teams in awarding large-scale construction contracts to general contractors.
Lead the identification of cost savings associated with Value Engineering (VE), supporting executive decision-making in the development of new AWS data center designs and construction execution strategies.
Lead the analysis and communication of Project Controls Health, providing executive leadership with actionable insights on financial performance, change management, and risk assessment.
Oversee the utilization and improvement of cost management tools and templates, ensuring standardization, accuracy, and efficiency in financial tracking, reporting, and decision-making across global AWS construction projects
Travel may be required up to 30%, including international travel.

Basic Qualifications
- Bachelor’s degree in Construction Management, Quantity Surveying, Civil, Mechanical or Electrical Engineering or related field.
- 7+ years of experience in construction cost control, with specific knowledge of electrical, mechanical or ASC cost elements.
- 5+ years of experience with Data Center or other mission critical construction environments
-7+ years of experience as a program manager
Preferred Qualifications
- Experience reviewing and justifying budgets
- Experience communicating estimate strategy to construction and non-construction professionals
- Excellent organizational and problem-solving skills. - Ability to create and maintain documentation
- Experience with estimating software such as CostX, Cubit, Onscreen takeoff, Timberline and Bluebeam
- Ability and willingness to think outside of the box to find creative and innovative solutions to reduce costs with no impact on quality and reliability.
- MS Office Suite power user
