This position requires office presence of a minimum of 5 days per week and is only located in the location(s) posted. No relocation is offered.
In this role, you will interpret Outside Plant Engineering Work Orders and link them to ORCA and DEEP data. The role relies on strong Outside Plant Engineering knowledge and the ability to read design packages, prints, locates, splice diagrams, and permits. It focuses on validating construction status, FRC coding, step data, time reporting, and technician activity. The person must compare engineering intent to field conditions to determine causation and responsibility, apply engineering judgment to repair scopes and bore paths, and translate findings from ORCA and DEEP into clear narratives for contractors, municipalities, and internal engineering teams.
Key Responsibilities
Review new claims and gather technical information related to Outside Plant construction, excavation, boring, trenching, utility conflicts, and right-of-way activity.
Analyze Outside Plant engineering documents, including locates, design prints, splice diagrams to determine causation and responsibility.
Compare field conditions to engineering intent documented in Outside Plant design packages or workflows.
Evaluate bore paths, depth specifications, tolerance zones, and one-call compliance to support technical liability conclusions.
Conduct on-site technical review when needed, including measurements, photo documentation, equipment analysis, trench or bore validations, or splice-case verification.
Prepare demand packages with engineering-based narratives, diagrams, and supporting documentation.
Communicate technical findings to contractors, municipalities, and internal stakeholders, referencing Outside Plant engineering standards or process expectations when required.
Coordinate with Outside Plant, Access Construction and Engineering, and Field Operations teams when project design or construction intent must be validated.
Manage all pre-demand and demand steps, maintain cycle-time targets, and document all technical findings clearly.
Maintain required production levels and complete required compliance training on schedule.
Required Qualifications
Background in telecom outside plant engineering, Outside Plant construction, utilities engineering, or related technical discipline.
Ability to interpret Outside Plant prints, schematics, locates, splice records, and construction documentation.
Understanding of Outside Plant construction methods, including directional drilling, trenching, plowing, and restoration.
Strong analytical skills for technical fault analysis and causation determination.
Ability to write concise technical summaries that support recovery demands.
Preferred Qualifications
Experience with fiber and copper Outside Plant infrastructure, including aerial, buried, and underground plant.
Knowledge of one-call laws, tolerance zones, utility damage prevention standards, and telecom-specific construction guidelines.
Familiarity with Outside Plant planning, Outside Plant design engineer workflows, and engineering review steps.
Experience working with contractors, engineering teams, field operations, or permitting authorities.
Performance Expectations
Maintain a 90 percent or higher monthly quality rating.
Meet assigned demand and recovery goals.
Keep claim cycle times within defined targets.
Provide accurate, engineering-based documentation and technical conclusions for each claim.
Education/Experience: Bachelor’s degree (BS/BA) desired. 2+ years of related experience. Certification is required in some areas.
