Northrop Grumman has an opening for a Level 3 Proposal Analyst or a level 4 Principal Proposal Analyst to join our team of qualified, diverse individuals. This position is in Rancho Bernardo, California with a hybrid work schedule.
Essential Functions:
This role will be a key member of proposal teams that support a variety of proposal activities (Firm Proposals, Rough Order of Magnitude (ROMs), pricing exercises) to meet program goals
Candidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members
They will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment
Develops, plans and schedules proposals
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments
Researches and analyzes historical data, develops cost models to support proposal efforts
Perform risk analysis
Coordinates activities and participates in fact-finding meetings
Participates in should-cost and pricing reviews with management and customer representatives
Participates as a member of the contract negotiating team
This requisition may be filled as either a Principal Proposal Analyst or a Senior Principal Proposal Analyst.
Basic Qualifications for a Level 3 Principal Proposal Analyst:
Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline with 3 years of proposal or material estimating experience
Ability to perform and apply cost accounting, pricing and estimating concepts and principles
Proficient with MS Office Suite, specifically Excel and Word
Basic Qualifications for Level 4 Senior Principal Proposal Analyst:
Bachelor’s degree in business, finance, economics or related discipline with 8 years of proposal, material estimating or related experience OR a Master's degree in business, finance, economics or related discipline with 5 years of proposal, material estimating, or related experience
Ability to perform and apply cost accounting, pricing and estimating concepts and principles
Proficient with MS Office Suite, specifically Excel and Word
Preferred Qualifications:
Experience working within Proposals
Experience working with Basis of Estimate (BOE) and analyzing BOE quality
Experience with Excel Pivot Tables, VBA coding and Macros
Experience with parametric modeling (such as SEER-SIM, PRICE True Planning, etc.)
Proficient in using ProPricer
Experience conducting cost analysis and risk modeling
Excellent oral and written communication skills
Ability to effectively manage competing priorities and deadlines
Ability to handle multiple tasks in a fast-paced environment
Excellent problem solving and organizational skills

Ability to obtain a DoD Secret or Top Secret/SCI level security clearance, to include a Single Scope Background Investigation, a periodic reinvestigation, or an original adjudication date completed within the last 6 years
Primary Level Salary Range: $117,500.00 - $176,300.00Secondary Level Salary Range: $0.00 - $0.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
