SUMMARY OF DUTIES:

Opportunity for a self-starter who enjoys working independently and being part of a valuable team that is fast-paced and streamlined to address business growth, daily business operations, and air compliance issues. Candidate will provide air quality compliance, permitting and technical support to Kinder Morgan’s liquid terminals and pipeline facilities and Operations, Business Development and Engineering departments. One position to be located in either Houston, TX; Richmond, VA; or Newport News, VA depending upon successful the successful candidate.

Responsibilities Include:

Complete and submit compliance and emissions reports in accordance with air permit requirements and local and federal regulations.Complete permit applications and obtain permits for new or modified facilities.Support and maintain day-to-day compliance for assigned area/facilities; responsibilities include but not limited to:Review and monitor operating parameters to ensure compliance.Respond to inquiries from state and federal agencies.Review and analyze results of emissions testing and monitoring data.Update monthly emission data for responsible facilities in KM’s emissions tracking system by collecting required operation data and records.Track and interpret air quality regulations and advise management on future potential and likely concerns and issues.Interface directly with federal, state, and local officials, as required.Provide 24/7 support to Kinder Morgan’s emergency response and reporting requirements.Manage and make all applicable agency notifications.Represent the company on industry committees pertaining to air quality, as needed.Other daily, weekly, and monthly duties along with special projects, as assigned.Maintain a high regard for personal safety, the safety of company assets and employees, and the public.Establish and maintain effective working relationships with operations, engineering, project management, commercial and business development management, and staff.Proactively plan, organize, and oversee assigned responsibilities.Maintain a regular, dependable attendance and high level of job performance.Monitor schedules, budgets and evaluate the work of third-party air contractors/consultants.Travel as required; anticipated travel will be up to 30% time away from the office. Motor vehicle and air travel is anticipated.Carry a company provided cell phone and respond during working hours and non-working hours, as required.

REQUIRED SKILLS/KNOWLEDGE:

Minimum 3-5 years of air quality experience.Demonstrated experience in preparing and submitting compliance and emissions reports, air permit applications, and other air compliance requirements/documentation.Expertise analyzing and interpreting local, state, and federal air regulations—particularly in mid-Atlantic and southeast U.S. states.Working knowledge of the Clean Air Act, local/state/federal air quality regulations, Title V compliance requirements, source emissions calculations using EPA or industry standard procedures, and air pollution control technologies.Proficient in using standard spreadsheet, word processing, and database software, including Microsoft Office suite. Background and familiarity with AI platforms a plus.Strong interpersonal skills, and ability to interact across multiple business units, including, but not limited to other employees, all levels of management, vendors, agencies, and customers with courtesy and professionalism.Excellent written and oral communication skills, including experience providing training to field/operations and interacting directly with federal, state, or local officials.Perform multiple tasks with strict and competing deadlines, successfully.Able to work efficiently in a team environment while also being able to work autonomously, as needed, to successfully perform the required and expected duties with minimal direct supervision.Capable of taking directions from supervisors, adhering to required work schedules, focusing attention on details, and following work rules.Possess and maintain a valid driver’s license and a driving record satisfactory to the company and its insurers (for travel).

Experience with emissions and compliance responsibilities for bulk and liquid storage terminals and pipeline pumping stations in the midstream segment.Experience coordinating air compliance and management programs with operations personnel.Experience with RACT/BACT/LAER, MACT/NESHAP, NSPS, and NSR/PSD.Experience with CEMS and LDAR.Record of successfully conducting regulatory analyses and developing cost effective implementation strategies for air quality matters at liquid products storage facilities.Experience with environmental due diligence.Experience implementing and/or using Maximo or other Environmental Management Information Systems.Strong diagnostic skills and logical thought processes with the ability to identify and resolve data acquisition issues is a plus.Experience with project and financial budget development and implementation.Professional Engineer certification is a plus.
