Northrop Grumman’s Command and Control & Weapons Integration (CWI) Division, delivers innovative and advanced Command and Control (C2) capabilities, full life-cycle platform and mission systems modernization, to maximize weapon systems effectiveness through its Weapons Integration & Mission Solutions (WIMS) and Global Command and Control Solutions (GC2S) Business Unit (BU). Within the GC2S BU, the Strategic & Mobile C2 (SMC2) Operating Unit (OU) provides solutions for tactical mobile C2, global situational awareness, joint and offensive fires, and strategic nuclear C2 and C3 capabilities. Northrop Grumman is seeking a Functional Engineering Department Manager for the SMC2 OU.
The selected candidate will report direct to the GC2S Engineering Director and will be part of the GC2S Engineering Leadership team. This position will have functional responsibility to grow and develop the SMC2 engineering staff and collaborate with their SMC2 OU functional counterparts to drive and ensure successful program, IRAD, Capture and Proposal execution. The primary place(s) of performance for this position will be in Bellevue, NE, Huntsville, AL, Newport News, VA, and Space Park, CA.
Roles and Responsibilities:
Accountable for engineering execution on programs and NCTA-funded efforts, to include support for solving execution concerns, establishing engineering foundations and technical baseline management, and supporting engineering reviews, such as BOE, startup, proposal color team, SAARRs and independent reviews.Supports the BU Engineering Director for implementing common processes, tools and predictive metrics aligned to sector, division and site-specific PrOPAccountable for engineering management oversight, to include implementation of common processes, tools and predictive metrics aligned to sector, division and site-specific PrOPResponsible for conducting OU-level engineering reviews, IAW C101, reviewing proposal BOEs requiring OU-level approval, SPW capture and DPW capture that originate from within the SMC2 OU Responsible for confirming technical solutions for all proposal originating from the SMC2 OU, to ensure the solution is architected IAW NG policies and guidance, uses enterprise solutions appropriately and conforms to applicable industry standards and best practicesAdvocates, champions and leads Engineering Focus Area Priorities and Initiatives across all disciplines of engineering, both within and across programsAccountable for assigning qualified engineer on programs and NCTA activities including proposals, RCCAs, RTG activities, startup reviews, color review teams, SAARR, and overall fulfillment of staffing demand as identified by program demand planning POCsAccountable for monitoring staffing assignment end dates with sufficient time to redeploy employees to their next assignment without gaps in direct charge coverageAccountable for ensuring Functional Managers on-board new hires and providing forecast demand for staffing needs and reporting progress towards targeted goalsResponsible for assessing staff and determining focus areas to address monthly promo/equity/reclass cycles to synchronize with divisionResponsible for maintaining technical talent plan and succession plan for key roles and critical skills.Responsible to develops staff to ensure quality program execution and prepare for future executionResponsible for executing performance management duties that, e.g., working with the employees to ensure their success, one-on-one engagement meetings, assisting with goal development, working, helping to ensure employees have engaging assignments, etc.Responsible for managing indirect labor budgets and other indirect controllable costs to assigned targetsAccountable for ensuring FMs and individual contributors’ compliance with time recording policy including daily time recording and approving by deadline.Responsible for ensuring all functional managers work collectively to create the CWI culture that makes the division the employer of choice and reinforces the culture of belongingAccountable for proactively conducting discussions to gauge employee’s needs to retain within the company and acting on needs to retain employees and sharing with counterparts and upper managementBasic Qualifications:

BS in a STEM degree or relevant technical experience5-10 years’ experience providing technical oversight to multi-disciplinary engineering teams for successful Program, IRAD, Capture and/or Proposal execution5-10 years’ experience forecasting, and managing organizational budgets5-10 years’ experience functionally managing large organizations (i.e. >100)5-10 years’ experience implementing organization initiatives to achieve organizational objectives and priorities5-10 years’ experience performing engineering reviews to identify technical risks and opportunitiesPosition requires a current Secret Clearance and ability to maintain a Secret ClearancePreferred Qualifications:

MS in Systems Engineering and Systems Architecture7-10 years’ experience with workforce management activities, to include utilizing tools, such as WLF, to track, forecast, monitor and redeploying staff10-15 years’ experience with Engineering Management & Oversight, to include conducting engineering reviews, reviewing BOEs, and confirming technical solutions for proposals5-10 years’ program execution experience identifying and mitigating technical risks and realizing opportunities 5-10 years’ performing as a technical lead on DPW or SPW pursuits/proposalsSalary Range: $178,500.00 - $257,700.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
