**Description**
SAIC is seeking a **Small Business Innovation Research and Technology Transfer (SBIR/STTR) SME** to support multiple customers within the Department of Navy (DON), including the Office of the Chief of Naval Intelligence (OCNI) and Naval Criminal Investigative Service (NCIS). The SBIR/STTR SME will work with the DON OCNI SBIR/STTR Due Diligence Team charged with implementing and refining the Navy’s SBIR / Small STTR Due Diligence program. **This position is hybrid remote with work located in Arlington, VA.**
**Job Responsibilities:**
+ Collaborate with key stakeholders, including OCNI, NCIS, and the DON SBIR/STTR Program Management Office (PMO) to lead the development of the Navy’s SBIR/STTR due diligence program, in alignment with the due diligence policy memo signed by the Deputy Secretary of Defense in May 2024.
+ Provide expertise for and oversight of the OCNI Due Diligence Team and NCIS Counterintelligence (CI) Team review process for SBIR/STTR Phase I, II, and III proposals.
+ Provide expertise, advice, and quality control for the team conducting research and analysis of Small Business Concerns (SBC) to identify patterns, concerns, or threats aiding in efforts to identify foreign entities and other adversarial threats to DON and DOD programs.
+ Assist the teams’ conducting assessments on SBC submitting SBIR/STTR proposals to identify potential foreign ownership, control, or influence, cybersecurity, and regulatory risks.
+ Conduct quality assurance and quality control of all completed due diligence reviews, briefings, status reports, and any other products produced by the SBIR/STTR team.
+ Serve as the action officer lead for program initiatives and projects related to improving the DON due diligence program. Work independently on certain initiatives. Serve as the group lead for initiatives requiring collaborative work.
+ Lead and implement process improvement initiatives to improve the due diligence program. Conduct continuous analysis of the program and provide recommendations for program improvement.
+ Develop and refine standard operating procedures (SOP), briefings, and policies as needed.
+ Develop and facilitate periodic Risk Mitigation Review Boards with key stakeholders as required.
+ Chair and facilitate routine internal team program meetings.
+ Represent the DON OCNI Due Diligence Team in certain DOD forums, meetings, Working Groups (WG), Workshops, and Roundtables related to SBIR/STTR Due Diligence.
+ Assist in preparing and presenting high-level findings or briefings to senior leaders, special forums, or other key stakeholders on the DON due diligence program.
+ Routinely produce an analytic product summarizing trends and threats from foreign entities to support SBIR/STTR elements.
+ Responsible for strategic outreach to other agencies and components with a similar due diligence program. Communicate and coordinate with others to share and adopt best practices.
+ Collaborate with internal and external stakeholders, including the wider DOD SBIR/STTR due diligence community.
+ Serve as the Due Diligence Team lead for tracking policy and legislation impacting the due diligence program. Provide analysis of policy and legislation impacts to the program. Provide advice and recommendations to the government customer related to policy development and implementation.
+ Maintain up-to-date knowledge of relevant laws, regulations, and industry best practices related to counterintelligence, FOCI, cybersecurity, and regulatory risk.
+ Collaborate with the DON Fundamental Research due diligence team to share best practices and synchronize procedures where there are common program trends.
+ Maintain a high-level of product quality control before sharing results with government for validation to ensure data is accurate and up to date.
+ Provide expertise on applications and tools utilized to conduct research and analysis of SBC SBIR/STTR proposals.
+ Work closely with the Due Diligence Team Lead in managing the due diligence program. Provide expertise and advise on how to improve the program.
