Evaluate the urgency of maintenance issues, prioritize and assign work orders, develop and manage budgets, authorize repairs, and verify completion of facility work requests. Conduct annual performance management and leadership evaluations (PMLs) for assigned trades staff and ensure accurate and timely completion of employee timesheets. Review and verify State Purchasing Card transactions to ensure purchases are necessary, compliant with organizational requirements, and legally permissible. Oversee maintenance and operational responsibility for all Wyoming Military Department facilities in Cheyenne, Laramie, Torrington, and Wheatland, totaling more than 644,520 square feet. Applies knowledge of skilled trades and managerial skills to mentor employees in their area of responsibility. + Reads and interprets plans, specifications, and manufacturer's technical manuals. + Familiar with internal building codes; ability to troubleshoot issues to identify faults and make appropriate repairs; understands the proper use and application of building materials; primary contact for after-hours facility maintenance emergencies. + Completes follow-up and tracks work order progress for assigned employees. + Oversees and approves purchases on State Purchasing Cards for assigned employees. + Utilizes a computer workstation for logging information into the work order system, completing work orders, and receiving/sending email. + Submits purchase requests for replacement parts and materials needed to complete work orders + Executes minor construction projects by interpreting plans, specifications, and detailed scopes of work. + Prepares cost estimates for repairs and minor construction projects; provides current infrastructure information to project contractors to assist the development of constructions plans; advises contractors during major repairs, remodeling, and construction projects to verify quality of work, work completion and operation of the facility. + Supply employees with equipment and parts to ensure quick completion of work orders, and go over plans and schematics with employees to ensure a safe and clear process. + Ensure that employees have access to, and use proper PPE, and ensure that employees are OSHA compliant. Ensure the proper use, storage and handling of hazardous materials in accordance with EPA regulations and guidelines. + Set guidelines and times to perform preventive maintenance (PM), supply materials and quidance for PM proqram. + Conducts inspections at facilities which include developing an inspection schedule and timelines to ensure systems are compliant with federal, local, and environmental standards. + Verify proper storage, acquisition, usage, and disposal of all hazardous, flammable, and corrosive materials at assigned facilities. + Hire, train, supervise, counsel, discipline, and evaluate trades personnel. Conduct Performance Management Instrument (PMI) evaluations and create plans for individual improvement for all trades personnel. + Maintain personnel files for employees, documenting performance and providing feedback. Counsel employees on negative or positive trends, and coordinate recurring problems with the Skilled Trades Manager to determine a course of action. + Develop and update job duties and complete position descriptions for new hire positions. + Other duties as assigned. Qualifications PREFERENCES: Preference may be given to the candidate with trades experience. Preference may be given to the candidate with management and supervisory experience over state employees KNOWLEDGE: + Work experience and working knowledge of all skilled trades (electrical, HVAC, plumbing, carpentry, painting, locksmith, light and heavy equipment operations). + Knowledge of the State of Wyoming Personnel Rules + Knowledge of the State of Wyoming Performance Management Instrument (PMI) + Knowledge of state work orders and state procurement procedures MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Management) Experience: 1-2 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Senior Skilled Trades Specialist OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Skilled Trades) with acquired knowledge at the level of a Senior Skilled Trades Specialist Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + This position may work outdoors in bad weather conditions. + This position is required to be able to lift up to 50 pounds. + This position may be subject to after-hours call back or reporting to work outside of their normally scheduled hours NOTES: + FLSA: Non-Exempt Supplemental Information 007-Wyoming Military Department-CFMO Click here (https://compensationcalculator.wyo.gov/) to view the State of Wyoming Total Compensation Calculator.
