V2X’s National Security Solutions (NSS) has an immediate opportunity for a Site Lead with a background in Defense Program Planning. The Site Lead serves as the on-site senior representative responsible for overseeing all contract operations, supervising contractor personnel, maintaining financial and budgetary oversight, and ensuring program requirements are met across multiple locations. This position functions as the hiring manager for site staff, directs day-to-day activities, and acts as the primary liaison with government leadership. The Site Lead is accountable for workforce management, resource allocation, operational continuity, and compliance with all security and contract requirements. The Site Lead will also provide defense program planning assistance supporting the agency’s Senior Executive Leadership in the planning, analysis, and development of reports regarding the organization’s current and future planning, budget, and execution. Site Lead & Supervisory Duties Include:
Hiring ManagerResponsible for drafting the personnel job requisition requests to V2X Recruiting Team.Outline required duties and qualification requirements (i.e. minimum years of experience, certification, and specific skills) in the position.Conduct candidate interviews, write/submit contingent offer of employment.Coordinate new hire actions with V2X Security and the customer for access approval.Coordinate onboarding timeline with V2X Human Resources.Time Sheet Management ResponsibilitiesReview, Approve/Reject, Control team-member timesheet.Manage PTO balances to ensure personnel have a positive balance.Reporting RequirementsDraft monthly activity reports for review and approval.Draft semi-annual (January / July) self-assessments for Program Manager approvalProgram Financial Reviews and ReportsDevelop, track, and monitor the program’s financial performance, ensuring all costs align within funding and ceiling.Provide regular updates on program financials, including cost forecasts, variances, and financial risks, to management and key stakeholders.Identify potential financial risks within the program, implementing mitigation strategies, and work with stakeholders to resolve issues impacting budget.Oversee the processing and tracking of program-related invoices, ensuring accuracy, timely submission, and payments.Manage and track funding allocations, ensuring the program has sufficient resources to meet objectives without exceeding budget constraints.Senior Defense Program Planning Duties Include:
Department of Defense (DoD) planning, budget, and execution to include developing and maintaining program controls involving cost, schedule, and performance.Developing and sustaining program control tools that are readily identifiable, easily managed with consistent formats and repeatable processes.Solid interpersonal communication skills in a highly visible, pivotal role supporting the agency’s management and operational stakeholders in the development and management of program control tools and informational products.Building and presenting programmatic documentation for presentation to internal and external stakeholders for management actions such as:Demonstrating the Agency’s Roles and Mission;Quarterly Performance Reviews (QPR) using the Intelligence Community Format;Unfunded Requirements Process (UFR);Operational Accomplishments and Set-backs;Fiscal Year and Out-year Financial Plans, Projections, and Justifications.Masterfully create and facilitate Senior level PowerPoint briefing presented to various government agencies.Assist the Chief of Staff and Senior Executive Staff Assistant with the day-to-day operations of the organization’s Headquarters’ Division.Perform additional duties as requiredQualifications
Education / Certifications:
Bachelor's Degree (required) in business, management, or communications related fieldActive Project Management Professional (PMP) Certification (desired)Position requires U.S. citizenship and a final DoD TOP SECRET clearance with most recent investigation (SSBI, SBPR, PPR, T5, T5R) completed within the last 6 years.Required experience:
Ten (10) years’ experience in DoD and/or IC programming and planningComprehensive understanding of DoD/IC business processesPrior experience with Department of Defense AgenciesPrior experience with Special Access ProgramsAdvanced proficiency with Microsoft OfficeExperience coordinating and leading efforts on a teamExperience in collecting, organizing, and analyzing data and generating data-driven reports.Skills & Technology Used:
