Join Northrop Grumman’s Defense Systems sector as the SiAW Program Manager 3 in our Advanced Weapons Program Operating Unit. Location options for this role could be Northridge, California, Tucson, Arizona, or Linthicum, Maryland.

Relocation assistance, while not guaranteed, may be available.

The selected candidate will be required to work full-time, on-site in whichever location selected too. No remote/telework arrangement is available for this position. Specific salary ranges are listed by site below.

This position will support various programs within the business unit portfolio of programs. This position will report directly to the SiAW Program Director.

The primary objective will be the delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.  The individual will lead a cross-functional organization aligned to common program performance goals.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).  Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems.

Job duties include, but are not limited to:  

Provide profit and loss leadership across the SiAW contractsMeasure and report program performanceDevelopment and adherence to master plans and schedulesEstablish a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsLead direct reports and cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectivesCultivate customer relationships and intimacy to develop further opportunities within the government communityDevelop new business opportunities through long term strategic planning, capture planning, and development of proposals and business plansCoordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contractDeliver presentations to customers, executive management and other program stakeholdersParticipate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsIdentify, distribute, track, and complete program requirementsEstablish and manage program and subordinate baselinesIdentify, allocate and manage program resources, including workforce planningManage Government/customer supplied property or information (GFE, CFE, etc.)Manage suppliers and Internal Work Orders (IWOs) to meet program objectivesAdhere to all internal processes, policies, and applicable industry standardsEnsure program team understands and adheres to contract scope, and manages change through control board activities  Leverage interpersonal skills to manage daily team battle rhythm and recurring joint government meetings (to include status, awareness and escalations)Resolve disputes and negotiate with positive outcome while maintaining good relationships within the organization, specifically between peers and management as well as all levels of organizationStrengthen communications with stakeholders and cultivate a culture of transparencyConduct thorough risk & opportunity management practices including identification, mitigation and realizationBe able to obtain additional program access

Basic Qualifications:

Bachelor’s degree and 9 years (or Bachelor of Science in STEM and 8 years), OR a Master’s degree and 7 years (or Master of Science in STEM and 6 years) experience supporting U.S. Government contracts and customers and/or project management in other industriesMinimum 8 years of experience leading the performance of tasks on schedule and at or under cost with use of program management tools such as Earned Value Management System (EVMS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Risk and Opportunity Management, Scope Board or similar business process.8 years of experience leading high performing teams and cross-functional teams including: Engineering, Contracts, Business Management and/or Manufacturing/Operations.Experience managing programs as the Prime Contractor for missiles or aircraftDemonstrated execution capability for firm fixed price development contract typeAbility to manage revenue, profit and cash performance of programsAbility to make good decisions and exercise appropriate judgment that balances customer and program needsExperience managing suppliers to include development of robust Supplier Statement of Work (SSOW) and assessing metrics such as Purchase Requisition (PR) to Purchase Order (PO) conversionsStrong formal and informal communication skills with all levels of internal and external managementActive Secret clearance or above is required prior to start date with the ability to obtain program access after start.  U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Northridge, Ca Salary:187,000.00 - 280,600.00

Linthicum, MD Salary: 178,500.00 - 267,700.00

Tucson, Az Salary: 161,500.00 - 242,300.00

Salary Range: $161,500.00 - $280,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
