Description The Senior Contract Manager is part of the Supply Chain Contracting and Analytics Team.Senior Contract Manager will be the team lead of the contracting department and will provide guidance to Contract Managers.This position is responsible for the leading the development, coordination, negotiation, and management of a broad spectrum of Clinical and Non-Clinical Supply, Physician Preference Item (PPI), and Purchased Services contracts.To be an effective part of the team: must be a self-sufficient person who can interpret needs, think strategically, be able to effectively manage the contracting process from beginning to end, translate objectives, execute outcomes and present contract deliverables.Team Leader:Senior Contract Manager will act as a Team Leader and lead negotiations with the Contract Managers in PurchasingThe Senior Contract Manager works with the Director of the Contracting Team to identify, formally propose, evaluate, negotiate, and implement system contracting opportunities for Emory HealthcareContract Portfolio Management:Senior Contract Manager manages portfolio of contracts for supplies, equipment and services in assigned area of responsibility such as commodities, PPI, clinical trials and purchased servicesContract Negotiations:Senior Contract Manager evaluates and analyze responses to requests for information, requests for proposals, and competitive bidsThe Senior Contract Manager will act as Lead on contract negotiations with VendorsThe Senior Contract Manager independently assess, analyze, and negotiate contracts for all hospital and professional entities within Emory HealthcareThe Senior Contract Manager creates and issues requests for information, requests for proposals, and competitive bids as neededThis will include development of specifications and scope of services as appropriate using input from customers and other sources for inclusion in the documentsThis will also include ensuring that contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, business unit and corporate policies and procedures are specified within the documentsContract Database:Manages information for loading and maintaining contracts in EHC Supply Chain and Contract Management SystemsSenior Contract Manager maintains the contracts database by entering new agreements and renewals, and ensure that complete, fully executed contract documents are included with each contract recordContracts will be maintained electronically and be available by secured accessThe Senior Contract Manager will upload all contract related documents including but not limited to fully executed contracts, price files, spend impact analysis, etc documents into contract management system and spend analytic systemsSenior Contract Manager will support the Contract Managers in the Contracting Team to audit and review the database to ensure all contracting processes are being maintainedLegal Review:Reviews contracts for legal and business terms, facilitates through legal, and follows signature authority rulesWorks directly with Compliance Office and Office of General Counsel (OGC) to ensure contract/agreement language and requirements are appropriate and complies with Emory University and Emory Healthcare policies and procedures, and federal and state laws, to resolve compliance issues and develops contract templates and checklists for the Contract Managers to use as part of their contract reviewsEnsures contract content supports adherence to healthcare regulatory agency requirements identified as applicable to a particular contractContract Expense Management:The Senior Contract Manager supports Supply Chain goals to increase contract versus noncontract volume and to increase overall savings while maintaining qualityThe Senior Contract Manager maintains a current working knowledge of GPO and Emory Healthcare negotiated contractsIdentifies opportunities for standardization and cost reduction via analyzing purchase history, industry benchmarks, contract compliance data and utilization informationInterviews users, physicians and peers to identify possible standardizations and cost reduction opportunitiesBenchmarks practices and utilization against others to identify improvement opportunitiesCollects Contracting Team savings and expense results in monthly dashboards to be presented to Contract Team Leadership and EHC AdministrationVendor Management:The Senior Contract Manager investigates and follows-through on contract issues managing all portions of the contract workflowThe Senior Contract Manager acts as Lead in all contract pricing issues that cannot be resolved by Purchasing Staff and Contract ManagersEngages with vendor to resolve contract price discrepancies when in disputeManages relationships with vendors and/or outside consultantsConducts periodic business reviews with major vendorsIdentifies and implements strategic alliances when advantageous per direction of Supply Chain Management TeamResolves vendor representative issues as needed

MINIMUM REQUIREMENTS:

A Bachelors degree in business administration, accounting, healthcare administration, supply chain, or a related field, with a strong understanding of contracts and agreements OR the equivalent combination of education, training, and experience7 years combination of healthcare, contract analysis/negotiation/drafting, and/or indirect procurement/sourcing experienceA combination of education and experience that demonstrates the required skills and knowledge may be considered
