GENERAL DESCRIPTION:
The Wyoming Department of Transportation (WYDOT) is committed to providing a safe, high-quality, and efficient transportation system for the State of Wyoming. We are seeking a full-time Senior Staff Technician – District Trainer to join our team in Rock Springs, WY.
In this key role, you will support Administrative, Maintenance, Traffic, and Construction operations by coordinating and delivering training related to equipment operation and workforce development. Your efforts will help ensure district projects and activities are completed efficiently, effectively, and within budget.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
+ Administer, monitor and track all District personnel training activities for the District and Statewide Training program. Coordinate and train all District program supervisors, lead workers, and personnel on all, but not limited to, aspects of equipment operations, including CDL Trainees and Behind the Wheel trainers, online training and tracking software, ERP, Agile Assets, DEQ, and EPA regulations.
+ Training Support – Prepares training materials and training aids; coordinates training sites and schedules. Provides guidance, training and shares best practices. Research, develop and propose best practices in safe operating procedures and policies
+ Policy and Procedure Support – Aid in updating and developing WYDOT Training manuals and policies. Collaborates and evaluates current Training policies and procedures, including current program/crew Training programs. Incorporates new equipment training requirements and processes.
+ Data Management – Create, manage electronic forms and utilize WYDOT’s statewide Training program records and database to compile, analyze and review data from various training exercises and reports. Create data analysis reports to facilitate decision-making concerning Training policy and procedural changes.
+ In conjunction with the District Safety Representative, conducts training appropriate for equipment and safety procedures throughout the District. This will include observing and documenting work activities to identify potential and current hazardous conditions. Review and aid in updating the JSA to reflect identified issues.
+ Provide support and training to the district employees, enabling them to effectively and efficiently perform their duties. Departments use many types of equipment to perform our Mission, such as, but not limited to, snowplows, 8-cy trucks, 4-cy trucks, motor graders, track-hoes, backhoes, skid steers, forklifts, dozers, and many hand tools requiring effective training to operate this equipment. Additionally, provide training for employees around the District on the use of computer software and equipment, and perform necessary upgrades. Assist with the development of technology and procedures for using this software and equipment statewide.
+ In addition to Training duties and being a member of the District Maintenance Staff, this position will also be responsible for, and assist in performing the following duties for the District Maintenance program: Contracts and Agreements, Hazardous Materials Spills & Road Closures, District Surfacing Operations, District Specific Projects, Road Section And Overhead Budgets, Inventory and Property, Preparing and monitoring the overall District Training budget.
Qualifications
PREFERENCES:
**Candidate must have the ability to acquire the following: Hazardous Materials Specialist Certification and Permit-Required Confined Spaces Certification.
**Agency requires a Class A Commercial Driver's License.
KNOWLEDGE:
+ Knowledgeable in principles, concepts, and current practices of management, including bidding and purchasing practices, accounting, maintenance operations, and budgeting.
+ Extensive knowledge of computer operations, software functionality, and integration to include Word processing, spreadsheets, databases, internet information gathering, designing, and web-based integrated ERP linear asset management and financial reporting systems (Agile Assets & PeopleSoft).
+ Knowledge of Hazardous Material spill response, clean-up, and disposal procedures.
+ Knowledge of DEQ Storm Water regulations and MS4 permit requirements.
+ Knowledge of Safe Work Procedures with OSHA compliance.
+ Possesses the skills needed to successfully communicate both orally and in writing to those within and outside the department in a clear and concise manner.
+ Skilled in evaluation, decision-making, work leadership, and management, including estimating materials, manpower, and equipment needs.
+ Utilizes basic engineering and accounting calculations and techniques with the ability to make accurate computations using personal computers, calculators, handheld GPS units, and various vehicle-mounted data gathering devices relating to highway budgeting, planning, construction, and design concepts.
+ Displays self-motivation, direction, and independent judgment in determining work methods.
+ Effectively and professionally deals with conflict and controversial issues
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Transportation Occupational Groups)
Experience:
0-3 years of progressive work experience (typically in Transportation Occupational Groups) with acquired knowledge at the level of a Staff Technician II
OR
Education & Experience Substitution:
4-6 years of progressive work experience in (typically in Transportation Occupational Groups) with acquired knowledge at the level of a Staff Technician II

+ One year of service to WYDOT must be completed; failure to complete this requirement will forfeit the hiring incentive; funds will be recouped from final pay.
+ Internal candidates would be required to remain in the position for a minimum of one (1) year from their promotion date.
+ Employees would only be eligible for one (1) hiring bonus in a 12-month period.
+ If the employee elects to downgrade through an active recruitment and/or appointment during the twelve (12) month period, they would be required to pay the bonus back.
