Onset Technologies is seeking an experienced Senior Project Manager to lead the modernization of the State of Texas Automated Information Reporting System (STAIRS). This initiative will enhance and modernize the existing solution by automating additional business functions and improving the tracking, monitoring, and auditing of service provider cost reports, submissions, and supporting documentation. The ideal candidate will bring strong experience managing large-scale enterprise modernization initiatives, with the ability to bridge business and technical objectives while adhering to State of Texas governance, PMI standards, and QAT requirements for Major Information Resource Projects (MIRPs). Key Responsibilities: + Lead and manage all phases of the project lifecycle, including initiation, planning, execution, monitoring, and closeout, in alignment with PMI and Texas Project Delivery Framework (PDF) standards. + Develop, maintain, and manage comprehensive project documentation, presentations, and required project artifacts. + Provide weekly written and verbal status reports and facilitate regular project team status meetings. + Present project updates to executive leadership and oversight bodies, including Executive Steering Committees and QAT, escalating risks and issues in a timely manner. + Serve as the primary liaison between business stakeholders, technical teams, vendors, and leadership. + Manage and monitor project scope, schedule, budget, risks, and dependencies, ensuring alignment with project timelines and deliverables. + Identify, document, and track project risks, issues, and mitigation strategies; proactively remove project impediments. + Ensure compliance with HHSC policies, procedures, and State of Texas governance requirements. + Oversee SDLC activities and ensure business requirements are clearly defined, traceable, and met throughout the project lifecycle. + Effectively communicate complex technical designs and system implementations to non-technical stakeholders. + Provide limited on-call support as required based on project phase. Required Qualifications: + 10+ years of project management experience leading large-scale enterprise implementations. + 8+ years of experience managing State of Texas or comparable Federal/State government projects. + 8+ years of experience leading legacy system modernization initiatives, including systems analysis responsibilities. + Strong knowledge of PMI methodologies, enterprise project governance, and public-sector project delivery. + Proven ability to manage multiple stakeholders and drive projects through complex organizational environments. Preferred Qualifications: + 5+ years of experience with the Texas Project Delivery Framework (PDF). + Experience with low-code / no-code platforms. + 3+ years working with Texas statewide systems. + Knowledge of Texas Quality Assurance Team (QAT) processes for Major Information Resource Projects (MIRPs).
