Department Summary:

MITRE’s Finance Business Operations is seeking a detail-oriented and proactive Senior Procurement Specialist to join our team. The ideal candidate will possess experience with procurement both commodities and labor-based services, with a willingness to assist with the required processes to ensure we maintain MITRE’s approved Procurement system. The Senior Procurement Specialist will be responsible for the administration of Purchase Orders and ensuring compliance with MITRE's Corporate Policies and Practices and Federal Acquisition Regulations in all purchasing activities.  You will report to the Procurement Supervisor and will serve as a trusted business partner with internal customers.  The role will be a hybrid position working 60% of the time in person on our Tampa, FL campus.

Roles & Responsibilities:

Process a high volume of Requisitions for both commodities and labor-based services in accordance with MITRE MITRE's Corporate Policies and Practices and Federal Acquisition Regulations.Negotiate & execute vendor Service Level agreements., license agreements, membership forms, terms and conditions of purchase.Apply continuous improvement methodologies to create improved procurement processes and experience. Use experience and working understanding to execute various procurements autonomously.Develop compliant Procurement Packages.Have a working understanding of internal and external audit requirements (i.e., DCAA and DCMA).Exercise independent judgement within generally defined practices and policies in selecting methods for obtaining solutions, with a focus on clear communications and relationship management.Demonstrate multiple and multilevel relationship building, via verbal and written communications, to foster collaborative relationships with both internal and external customers.Participates in ad-hoc projects as they arise.

Basic Qualifications:

Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.4+ years’ experience in procurement acquisition process and contract negotiation.Proven track record of successful contract negotiations, driving cost savings, and securing favorable terms and   conditions. Commercial contracting experience (i.e., SaaS solutions, Hardware & Hardware Maintenance, Software & Software Maintenance).Labor-based contracting & subcontracting experience.Demonstrated experience in the negotiation of agreements and contract terms.Strong analytical skills to assess supplier proposals, perform total cost analysis, and identify areas for negotiation. Ability to exercise independent judgment and consistently meet deadlines in a dynamic, fast-paced organizational environment.Experience with continuous process improvement methodologiesDemonstrated proficiency in Windows environment including Microsoft O365, SharePoint, Word, and Excel.This position requires a minimum of 50% hybrid on-siteAbility to travel 5% of the time.

$88,400 - $110,500 - $132,600 Annual
