The Boeing Company seeks an experienced Senior Physical Security Specialist to join our team in Berkley, MO.

This position requires a strong background in supporting construction projects for classified programs. The role requires developing ICD-705 compliant documents, including Fixed Facility Checklists (FFC), Construction Security Plans (CSP), and DCSA Forms 147, to support both Intelligence and DoD community customer bases.

The successful candidate will be responsible for SCIF and SAPF construction and accreditation. This will involve creating plans for performing technical inspections and collaborating with internal and external stakeholders to develop and respond to Requests for Information.

In addition, the candidate will conduct routine secure area construction project inspections to ensure quality assurance and compliance, as well as conduct STC testing to guarantee rated perimeters meet customer requirements.

Position Responsibilities:

Maintain and leverage working relationships with internal and external customers, peers and senior management across multiple program sites and business units

Assist in presentation preparation for program status and reviews (internal and external)

Have firm understanding of requirements of Intelligence Community Directive (ICD) 705 related to physical security and construction requirements for SAPFs submitting pre-construction and accreditation packages to include Fixed Facility Checklists (FFCs), TEMPEST Assessments, and DCSA Forms 147s

Complete or assist in the drafting and completion of the Concept of Operations and/or Construction Security Plans

Conduct technical inspections and STC testing

Perform design reviews of the project plans throughout each phase of the design process

Participate and provide technical support when attending meetings, in-progress reviews, integrated concept, product teams, working groups, design meetings or conferences

Monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction

Screen all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the requirements and approved by the sponsor

Operate proposed inspection equipment

Useful knowledge of all construction disciplines, including civil architectural, mechanical, electrical, and electronic engineering principles

Read and analyze designs and blueprints and recognize the architect’s intended use

Analyze designs and structural complexities for ulterior purposes not intended by the architect

Foster a positive work environment, promoting teamwork and collaboration among security staff

Write detailed reports and complete the analyses of issues, findings, and security situations that require staff action

Maintain daily logs during tours of duty

Maintain composure in dealing with authorities, executives, clients, staff and the public, occasionally under conditions of urgency and in pressure situations

Frequent sitting, standing and walking, which may be required for up to several hours per day and may involve bending at the waist, climbing stairs, and walking up inclines and on uneven terrain

May be required to use vehicle in the performance of duties. Vehicles are to include but not limited to: cars, trucks, electric carts, and bicycles

Assignment may be exposed to inclement weather or be required to work in environments or under conditions that require the use of protective gear and devices and/or awareness of personal safety and safety of others


Basic Qualifications (Required Skills/Experience):
 

Successfully completed Tier 5 Investigation (T5), formerly known as a Single Scope Background Investigation (SSBI) by the federal government within the last 5 years, or requires candidate to have been enrolled in a Continuous Vetting program within the last 5 years

Ability to obtain access to Sensitive Compartmented Information (SCI) and/or Special Access Programs (SAP)

Ability to obtain U.S. Polygraph

5+ years of experience designing, building, and accrediting SCIFs and SAPFs

Experience with ICD 705 and TEMPEST standards for building and accrediting secure spaces and 32 CFR, Part 117 for DoD collateral spaces

Experience writing Construction Security Plans, conducting and coordinating site security assessments, and creating Fixed Facility Checklists and documentation supporting SCIF, SAPF and Open Storage accreditations

Completion of U.S. Government-approved SCIF, SAPF, SSM, CST training course(s)

Ability to lift at least 50lbs

Ability to travel up to 10% of the time

Preferred Qualifications (Desired Skills/Experience):

Bachelor's degree or equivalent work or military experience

Industry recognized RF/TEMPEST training or certification

Experience with DoD SAP Manuals, ICDs, and TEMPEST guidance

Capable of independent decision-making, possess a high degree of individual initiative, and be able to function with minimal supervision

Ability to learn security operations and procedures

Ability to see, hear, speak, and write clearly in order to communicate with employees and clients

Experience as a manager in construction project management to read and markup construction drawings and interpret and implement government standards for secure space projects

Ability to write routine correspondence, including logs and reports

Ability to maintain professional composure when dealing with unusual circumstances

Ability to adapt to changes in the external environment and organization

Ability to provide high-quality customer service

Ability to handle multiple tasks concurrently

Ability to work overtime and/or off-shifts dependent upon construction schedule
