Senior Manager, HSE Compliance, Permitting and Reporting

And we do it all with heart, each and every day. **Position Summary** The Senior Manager, HSE Compliance and Regulatory Affairs provides strategic and enterprise-level leadership over the company’s environmental, health, and safety (HSE) compliance programs. This role oversees regulatory engagement across federal, state, and local levels, drives internal audit performance, and ensures organizational alignment with evolving regulations. The Senior Manager also leads organizational change initiatives, manages high-level risk, and plays a critical role in negotiation, advocacy, and external relationship management with key regulatory bodies and partners. Key Responsibilities: • Strategic and Enterprise-Wide Leadership: Lead the development and execution of HSE compliance strategies across all business units. Align regulatory priorities with corporate objectives and risk tolerance. • Setting and Aligning Organizational Goals: Translate HSE goals into clear, measurable actions that support enterprise-wide compliance. Ensure consistent alignment between business unit needs and regulatory expectations. • Complex Problem-Solving: Analyze and resolve sophisticated regulatory challenges by applying multidisciplinary knowledge and judgment. Guide teams through ambiguity and ensure compliant solutions. • Driving Organizational Change: Lead cross-functional change management efforts to modernize compliance systems, improve audit performance, and adapt to new regulations or industry standards. • Negotiation & Advocacy: Represent the organization in discussions with regulatory agencies and industry groups. Influence regulatory outcomes through well-informed negotiation and strategic advocacy. • Risk Management: Identify, evaluate, and mitigate compliance-related risks across operations. Integrate risk controls into business processes and advise executive leadership on emerging threats. • External Relationship Management (Regulators, Partners): Cultivate and maintain productive, professional relationships with regulatory authorities, industry associations, and strategic partners. Serve as the company’s lead point of contact for high-stakes HSE issues. • Environmental Permitting and Reporting Oversight: Ensure all required permits and reports are prepared accurately and submitted on time. Oversee internal systems to support continuous improvement in permitting and reporting processes. • Internal Audit Program Leadership: Manage the HSE internal audit program across multiple sites, including planning, execution, and corrective action tracking. • Regulatory Monitoring and Analysis: Oversee the assessment of evolving HSE laws and regulations, providing timely analysis of impacts and guidance to leadership and operations teams. • Participation in Regulatory Reform Initiatives: Lead or contribute to efforts aimed at shaping or responding to regulatory reform at the local, state, or federal level. In order to be successful in this role you must exhibit the following: • Proven success managing regulatory audits, environmental permitting, and compliance programs in complex environments. • Strong track record of leading organizational change and navigating regulatory negotiations. • Excellent communication, leadership, and stakeholder engagement skills. • Familiarity with risk management principles and enterprise governance frameworks. **Required Qualifications** 7+ years of progressive experience in HSE compliance. Ability to travel up to 10% **Preferred Qualifications** Participation in regulatory reform groups or public-private coalitions. Certifications such as CHMM, CSP, or PE. Experience in regulated sectors such as industrial, manufacturing, energy, utilities, or retail. 3+ years of leadership experience. Masters Degree. **Education** • Bachelor’s degree required in Environmental Science, Engineering, Occupational Safety, or a related discipline or equivalent years of relevant experience. **Pay Range** The typical pay range for this role is: $75,400.00 - $182,549.00 This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
