Senior Manager, Compliance PR & USVI

**What's the role?**
As a Senior Manager, Compliance PR/USVI, is responsible for providing strategic counsel, leadership, and hands-on support to ensure regulatory compliance across Liberty’s Puerto Rico and U.S. Virgin Islands operations. This role plays a critical part in the implementation of the new Liberty IT Stack, customer migrations, and the oversight of regulation-specific compliance programs applicable to U.S. markets. The position serves as a key advisor to the Deputy Head of Compliance, supporting risk identification, escalation, and mitigation efforts while partnering closely with cross-functional teams.
**How you can add value?**
+ Provide counsel, guidance, and continuous support in the implementation of the new Liberty IT Stack as it relates to PR/USVI operations, including customer migrations, Liberty Terms & Conditions and policies (retail and business), consent management, communications preferences, PCI-DSS requirements, credit checks, and privacy considerations.
+ Provide ongoing advice and support on a broad range of compliance matters affecting PR/USVI, including consent management, Terms & Conditions and policies (retail and business), communications preferences, PCI-DSS, credit checks, privacy, and CPNI considerations for marketing campaigns and customer engagement initiatives.
+ Act as a trusted compliance advisor to business leaders and functional teams in PR/USVI, delivering practical, risk-based guidance aligned with operational realities.
+ Lead and oversee regulation-specific compliance programs applicable to PR/USVI and U.S. markets, including DMCA, CPNI, TCPA, PCI-DSS, HIPAA, accessibility, and other applicable federal and local regulations.
+ Develop, implement, and maintain compliance policies, procedures, standards, and programs to ensure consistent application across PR/USVI operations.
+ Monitor regulatory developments impacting PR/USVI, assess business impact, and recommend mitigation strategies.
+ Advise the Deputy Head of Compliance on current and emerging compliance risks, significant issues, and matters requiring escalation related to PR/USVI operations.
+ Support enterprise risk management efforts by identifying, assessing, and mitigating compliance risks across PR/USVI business units.
+ Support the Deputy Head of Compliance in the execution and ongoing oversight of compliance programs related to Letters of Agreement with the federal government, as applicable to PR/USVI.
+ Coordinate internally to ensure adherence to regulatory commitments, reporting obligations, and remediation activities.
+ Partner with Learning & Development and Communications teams to design, implement, and support compliance training programs and awareness initiatives for PR/USVI employees.
+ Promote and reinforce a strong culture of compliance through proactive education, communication, and engagement.
+ Assist with the development, review, and enhancement of compliance-related policies, procedures, and programs applicable to PR/USVI.
+ Provide counsel and guidance on compliance-related legal matters and support functional groups in addressing compliance questions, reviews, and corrective actions.
+ Demonstrates and ensures compliance with the Customer First Philosophy, all Liberty Latin America's policies, and procedures, including the Code of Conduct and Liberty safety standards and procedures.
+ Other functions may be assigned.
**Education and/or Experience**
Bachelor’s degree required; advanced degree (Juris Doctor, Master’s, or equivalent) preferred.
7-9 years of progressive experience in compliance, legal, regulatory affairs, or risk management, preferably within telecommunications or another highly regulated industry.
**Other qualifications:**
+ Strong working knowledge of U.S. federal regulations applicable to PR/USVI, including DMCA, CPNI, TCPA, PCI-DSS, HIPAA, privacy, and accessibility requirements.
+ Experience supporting complex, cross-functional initiatives such as IT transformations, system migrations, or regulatory remediation programs.
+ Proven ability to influence senior leadership and partner effectively across business and functional teams.
