Position Summary
The Senior Lead, Payroll & Time Keeping oversees accurate, compliant, and timely payroll processing and enterprise-wide timekeeping discipline in a complex unionized and government contracting environment. This role serves as the UKG functional owner, driving system optimization, automation, audit readiness, and labor accuracy across all programs.
Core Responsibilities
1. Timekeeping Compliance & Labor Accuracy
• Lead daily timesheet monitoring, escalation, and enforcement across all sites.
• Configure UKG workflows to prevent incomplete or noncompliant time entries, automate reminders/approvals, and flag pay-rule errors.
• Ensure accurate labor charging to contracts, cost centers, and funding sources.
• Publish compliance metrics by site, program, and leader.
2. Payroll Processing & Regulatory Compliance
• Execute multi-state payroll for union and non-union employees.
• Ensure compliance with CBAs, SCA, DBA, FLSA, and contract-specific wage rules.
• Validate classifications, rates, fringe allocations, and overtime calculations.
• Resolve complex payroll discrepancies and retro adjustments.
3. Union Dues, Fringe, & Pension Reconciliation
• Reconcile and remit union dues, Health & Welfare benefits, and pension contributions.
• Investigate discrepancies and maintain audit ready documentation.
4. UKG System Ownership & Optimization
• Serve as the functional lead for UKG payroll and timekeeping modules.
• Redesign pay rules, schedules, accruals, and approval workflows to reduce manual corrections and improve compliance.
• Oversee integrations with Finance, HRIS, and project accounting systems.
5. Automation, Controls, & Audit Support
• Implement automation and AI tools to identify missing time, detect noncompliance, and reduce off cycle runs.
• Conduct pre payroll audits and maintain strong internal controls.
• Support internal/external audits, including DCAA/DCMA and union audits.
• Provide payroll, fringe, and compliance reporting.
6. Leadership, Training & Change Management
• Enforce accountability with Operations for timekeeping standards.
• Train managers on time entry, approvals, pay rules, and CBA requirements.
• Serve as the escalation point when issues threaten payroll accuracy or contract compliance.

Skills and Requirements
• 7–10 years payroll/timekeeping experience in unionized or government contracting environments.
• Hands-on UKG configuration expertise.
• Union/CBA experience in health and welfare
• Strong knowledge of CBAs, SCA, DBA, FLSA, multi state payroll, and government labor standards.
• Experience reconciling union dues, H&W fringe, and pension contributions.
• Strong audit, reconciliation, and compliance background.
• Proven ability to drive timekeeping discipline across decentralized operations. • Experience supporting DCAA or similar audits.
• Exposure to automation, RPA, or AI-driven payroll controls.
• CPP/FPC certification (or actively pursuing).
• Advanced Excel skills.
• Experience with large payroll systems (UKG preferred).
