Senior Director, Network Development & Competitive Insights (NDCI) - Cigna Healthcare - Hybrid

In this role, you will shape how we understand and respond to a fast changing healthcare landscape. As the Senior Director of Network Development & Competitive Insights, you will guide a national team that brings clarity to complex data, strengthens our competitive position, and helps us make smarter, faster decisions. Responsibilities


Strategic Leadership & Competitive Insight Development
•    Set the national vision for competitive intelligence and network strategy, delivering clear, actionable insights that strengthen affordability and market competitiveness.
•    Integrate primary and secondary intelligence sources—including unit cost, network access, benefit and product strategy, reimbursement models, and emerging market disruptors—into enterprise decision making.
•    Translate complex market dynamics into simple, compelling narratives that guide strategic priorities across national and regional partners.
•    Drive alignment across National, Regional, and Enterprise CI teams to ensure a unified competitive intelligence strategy.


Network Performance & Competitive Advantage
•    Lead national assessment of competitive unit cost, leveraging transparency data, benchmark reporting, CMS/State sources, and emerging datasets to inform pricing and contracting strategies.
•    Deliver market level competitive insights that give Pricing and Contracting a clear view of strengths, risks, and opportunities.
•    Provide national expertise on network access, adequacy requirements, termination management, provider recruitment strategies, and alternative access solutions.
•    Guide targeted research and competitive reporting that improves provider contracting effectiveness and supports affordability outcomes.


Analytics, Reporting & Operational Excellence
•    Oversee standard and ad hoc reporting that is concise, accurate, consistent, and easy to act on.
•    Build controls and dashboards that help leaders identify trends early and respond with confidence.
•    Lead budgeting, forecasting, and cost management efforts for the department.
•    Ensure strong operational documentation, including training guides, job aids, and process improvements.


Innovation, Automation & Technology Enablement
•    Champion the use of automation, AI solutions, analytics platforms, and digital tools to elevate insight quality and team efficiency.
•    Advance new methods of competitive intelligence gathering and reporting.
•    Lead development of technology enabled processes that improve data accuracy, workflow speed, and scalability.
Cross Functional Enterprise Leadership
•    Build strong partnerships with Contracting, Pricing, Network Analytics, Network Operations, Sales, Product, Medical Management, Compliance, and Enterprise CI.
•    Remove barriers, resolve escalations, and ensure seamless cross functional execution.


People Leadership & Organizational Development
•    Lead and inspire national and regional teams through change, fostering a culture of innovation, inclusion, growth, and strategic thinking.
•    Own the People Strategy for the organization, including talent attraction, development, succession planning, and retention.
•    Develop a collaborative, high performing team environment that values diverse perspectives and continuous learning.


Qualifications


Required
•    Bachelor’s degree.
•    Minimum 7 years of leadership experience, including leading remote teams in a complex, matrixed environment.
•    Minimum 10 years of managed healthcare experience.
•    Minimum 10 years in competitive intelligence, provider contracting, pricing, network analytics, or network development.
•    Deep experience with hospital and payer price transparency data and vendors.
•    Strong understanding of consultant benchmark reporting (e.g., UDS discounts, transparency methodologies).
•    Extensive knowledge of managed care products, network design, reimbursement methodologies, and provider communities.
•    Expertise in network adequacy, termination management, recruitment strategies, and alternative access products.
•    Demonstrated ability to make sound decisions in complex situations.
•    Strong understanding of primary and secondary sources of competitive information.
•    Proven ability to protect proprietary data and represent Contracting Leadership on network and contracting exception requests.
•    Ability to influence strategy and drive alignment across matrixed teams.
•    Experience managing SOWs and vendor relationships.
•    Excellent oral, written, and executive level communication skills.
•    High proficiency with Microsoft Office and business intelligence tools.
•    Experience leveraging AI and technology to improve quality, consistency, and efficiency.


Preferred
•    MBA, Actuarial Certification, or Master’s in Healthcare Administration.

For this position, we anticipate offering an annual salary of 177,400 - 295,600 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus and long term incentive plan.
