In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Executive Director, Medical and Academic Affairs, the Director, Medical Staff Support and Resources leads a diverse team responsible for system-wide strategic and operational leadership of medical staff supports including recruitment, governance, credentialing and privileging, and on-boarding in accordance with the Medical Staff Bylaws and Rules policies and procedures. The Director leads the implementation of the Medical Staff Resource System and develops human resource strategies, to support the ongoing stewardship of the system. The Director advances strategies and policy related to workplace conduct and dispute resolution to improve the transparency of related processes, and enhances leadership development programs across the region to support the evolving needs of Medical Leadership.

Working closely with the Executive Medical Director, Medical Staff Governance, the Director fosters strategic relationships with the Health Authority Medical Advisory Committee (HAMAC) and its cascading committee structure, and Medical Leadership across the Health Authority to advance medical governance related matters and ensure the effective integration of the medical staff voice into the planning and decision-making processes of the organization.

This position is complex due to the inherent unique characteristics of medical staff culture, their role as independent contractors, and the influence of external factors such as the role of Doctors of BC (DoBC), the Joint Clinical Committees, the current political climate, local municipalities, the Ministry of Health, and the Physician Master Agreement. The Director develops, fosters, and maintains strong collaborative working relationships with physician leaders, medical departments, senior medical directors, senior leadership, other health authorities, Divisions of Family Practice, the College of Physicians and Surgeons of BC (CPSBC), and the Ministry of Health.

QUALIFICATIONS: Education, Training And Experience

Master's Degree in Business Administration, Public Health Administration or a relevant field plus seven (7) to ten (10) years' recent, related managerial and leadership experience in a health care environment, or an equivalent combination of education, training and experience. Experience in the area of human resources and/or medical staff governance is an asset.

Skills And Abilities Builds, develops and maintains strategic partnerships with various stakeholders to identify and collaborate on solutions for improved linkages and communications. Demonstrated experience in examining and improving operations and procedures, formulating and implementing new policies and developing new strategies and procedures. Comprehensive knowledge of quality improvement methodologies and demonstrated experience applying quality improvement principles in practice. Effective communication skills both verbally and in writing and the ability to work effectively with professionals and diverse audiences both internal and external to the organization. Utilizes sound business acumen to manage the fiscal resources and budgets of the Program and of projects in a manner that is financially responsible and consistent with the overall goals of the organization. Demonstrated leadership and coordination skills, including ability to manage performance, inspire and direct teams, as well as engage and involve stakeholders in the planning and implementation processes. Ability to effectively manage operating budgets, interpret and report financial information.
