Seasonal Maintenance Worker (Trails)

Responsibilities The parks and duty stations hiring for these positions are below, as is each park's anticipated seasonal period. The typical seasonal period may vary during these months due to weather conditions, project needs, or funding. Denali National Park & Preserve (Denali Park): May - September Glacier Bay National Park & Preserve (Bartlett Cove): April - October Kenai Fjords National Park (Seward): May - September Klondike Gold Rush National Historical Park (Skagway): April - October Lake Clark National Park and Preserve (Port Alsworth): May - October Wrangell-St. Elias National Park & Preserve (Glennallen): May - September Selectees may be moved between duty stations within park boundaries. Positions may not be filled at every duty station. As a Maintenance Worker (Trails), you will work primarily on the backcountry and front country trails to assist journeyman level tradesman in all areas of trails maintenance. Duties include but are not limited to: Assist in the maintenance and construction of graded and paved trails, trail drainage, trail bridges, and guard rails. Assist in the installation, repair, and replacement of water diversion bars, cribbing, and retainer walls. Remove windfalls, rockslides, surface outcropping, and debris from trails. Build up tread surfaces in eroded areas. Install stepping stones at creek crossings. Install stepping stones at creek crossings where bridges cannot be constructed. Safely and effectively use and maintain hand power tools required for the job. Assist with other duties, such as painting, carpentry, janitorial, cleaning, trash pickup, grounds keeping, digging, raking, sweeping, transporting supplies, and removal of snow and ice. Government housing is available at Port Alsworth. It may be available at Denali Park, Bartlett Cove, Skagway, and Glennallen. It is not available at Seward. A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Positions at Port Alsworth require carrying a firearm in the back-country, or other locations, for non-law enforcement reasons, such as protection from animals. You must be free of any domestic violence convictions. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, positions are subject to random testing for illegal drug use. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. Applicants must be at least 18 years of age. You may be required to complete training and operate a four-wheel drive vehicle. You may be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. Positions at Skagway will be required to obtain/maintain a valid US Passport or US Passport Card. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. You may be required to travel overnight away from home up to 16 nights per month. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications To qualify for this position, detailed experience must be demonstrated in your resume in a variety of the following trades, as they relate to trails work: Carpentry; masonry; cement work; painting; trail construction and maintenance; and equipment operation (i.e. trail tractor, commercial mower, UTV, hand and power tools used to perform trail work). (SCREEN OUT) In addition, you must have sufficient knowledge and ability in the following job-related factors: Ability to do the work of the position without more than normal supervision (SCREEN OUT) Knowledge of equipment assembly, installation, and repair, etc. Technical practices (theoretical, precise, artistic) Use of measuring instruments Ability to interpret instructions, specifications, etc. (includes blueprint reading) Ability to use and maintain tools and equipment Knowledge of materials If your knowledge and ability in the SCREEN OUT factors above is not sufficient, you will receive no further consideration. Additional Information This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Alaska currently does not have a state income tax. Salary subject to annual review and adjustment. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of those selected. Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS). If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1039 hours in your established service year will result in the loss of your non-competitive rehire eligibility. The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1039 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1039 hours, unless granted an exception by OPM. NOTE: In support of Executive Order (EO) 14189 "Celebrating America's 250th Birthday" and EO 14314 "Making America Beautiful Again by Improving our National Parks," the Office of Personnel Management (OPM) has approved an exception to the 1039-hour time limitation for this position. This approval extends the time limitation up to 1560 hours for this temporary seasonal appointment. Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations. Physical Demands: Heavy physical exertion is frequently required in bending, lifting, and using hand and power tools in trail work. Examples of typical strenuous activity include frequently lifting and carrying objects weighing up to 100 pounds, carrying and rolling rocks and logs, moving rocks of several tons with rock bars, using hammers to crush or shape rock, and using shovels extensively; frequently walks up to 20 miles daily; and must not have potential emergency medical problems that could complicate work in remote areas for extended periods of time. Working Conditions: Incumbent must have the ability to live and work effectively in isolated backcountry areas in close contact with small numbers of people. Incumbent must live and work out-of-doors on projects including mountainous terrain up to 14,000 feet in elevation in all extremes of weather. Trail work is dusty and hazardous conditions may exist when moving rock, working in and around rockslide areas, working around explosives, falling and bucking trees, and working around machinery.
