This program is responsible for the implementation and monitoring of the Centers for Disease Control and Prevention (CDC) grant for the early detection and screening of breast, cervical, and colorectal cancers. The program assists the Department and outside stakeholders in developing, implementing, and evaluating cancer prevention efforts across Wyoming. Explore our Total Compensation Calculator: compensationcalculator.wyo.gov Human Resource Contact: wdhrecruit@wyo.gov ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level. + Writes, coordinates, implements, and oversees grant activities. + Directly and indirectly supervise employees, including leadership development, guidance, and consultation. + Manages the WBCCEDP and WCCSP by developing and administering policy, procedures, and programmatic initiatives. + Designs and executes program activities; formulates, recommends, and implements changes. + Prepares written and/or verbal reports on program performance. + Provide feedback related to an annual budget. + Interprets and assures compliance with federal and state laws, rules, and regulations as they pertain to the program area and grant guidance. + Collaborates with key stakeholders and builds strong working relationships. + Serves as a key liaison with key and federal stakeholders, the CDC, and other groups. Qualifications PREFERENCES: Preference will be given to a Bachelor's degree in business administration, education, public health, public administration, or related field with 1-3 years of progressive work experience managing a health services program. KNOWLEDGE: + Knowledge of public health and prevention, including the application of the public health model, the design and implementation of evidence-based programs, and best practices for cancer prevention. + Knowledge of the state system of contracting, budgeting, procurement, payments, and HIPAA compliance. + Knowledge of how to build and maintain partnerships among stakeholder groups at the state and community level. + Knowledge of public health core competencies. + Skilled in federal grant management, including application processes, reporting requirements, grant review requirements, and grant evaluation requirements. + General knowledge and understanding of CPT codes, medical billing and coding, and insurance reimbursement policies and procedures. + General knowledge of program evaluation methodologies and frameworks. MINIMUM QUALIFICATIONS: Education: Bachelor's Degree (typically in Healthcare) Experience: 1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist OR Education & Experience Substitution: 4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist Certificates, Licenses, Registrations: None Necessary Special Requirements PHYSICAL WORKING CONDITIONS: + Typically, the employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc. NOTES: + FLSA: Exempt + The Wyoming Department of Health is an E-Verify (https://www.e-verify.gov/) employer.
