**Job Title: Research Analysis Specialist**
**Location: St. Paul, Minnesota (Hybrid onsite schedule)**
**Pay Range: $28/hr - $40/hr**
**What’s the Job?**
The purpose of this position is to conduct studies in higher education research and forecast trends by determining the methodology, monitoring overall institutional performance, and making recommendations for major program studies under limited procedural control and supervision. This position will direct and manage the development, implementation, methodology, and analysis of standardized surveys, benchmarking data projects, and federal reporting requirements. This position will lead accreditation, assessment, and course evaluation for Institutional Research, Analytics, & Effectiveness, including understanding the respective data and reporting needs, optimizing utilization of data collection and aggregation tools, and creating and implementing data management plans. This position will be responsible for designing databases, reports, and data visualizations and replicable, documented processes to capture and share information including survey creation and data analysis. This position is responsible for data and information for accountability mandates, publications, and key performance indicators for continuous quality improvement. This position also provides technical advice and assistance to professional co-workers including faculty, deans, Student Affairs units, and others, coaching their utilization of data and statistical research to inform their program improvement. **PRINCIPLE RESPONSIBILITIES AND RESULTS**
1. **Manage database creation, utilization and reporting for institutional, divisional and program continuous quality improvement.**
+ Develop databases and conduct analysis for continuous quality improvement including benchmarking, and federal reporting.
+ Lead the planning and administration of standardized surveys including CCSSE, SENSE, SSI, and PACE, and benchmarking projects including VFA and NCCBP; coordinate dissemination and use of these data to inform college, divisional and department improvements.
+ Provide quantitative (enrollment, persistence, completion, course success, grades, and survey data) and qualitative (focus groups, interviews, and survey data) data analytics for continuous quality improvement efforts.
+ Collect, organize and manage data from ISRS, EMP 11, and other databases.
+ Generate data and data-based reports as requested by stakeholders and based on the broad needs of Institutional Research and the College by querying against Minn State’s ISRS operational warehouse.
+ Coordinate and perform research activities while understanding the concepts, outcomes, and processes associated with each request.
+ Prepare and present high quality written documents and reports including statistical analysis of research data, clear and concise narrative interpretations as well as recommendations for continuous improvement.
+ Lead data analysis and reporting to support the college’s committees.
**Priority: Essential Percent of Time: 40%**
1. **Direct and manage the analysis, design, development and implementation of accreditation, assessment, and course evaluation data management systems.**
+ Design data management plans in collaboration with program directors for all accredited programs, including data needed, participant reporting and collection processes, data storage and maintenance, appropriate access, linkage processes and options for automating data reports.
+ Work in collaboration with program directors to provide formative and summative data analysis for program accreditation and accountability reports.
+ Develop automated data collection and feedback loops for accreditation and assessment and methods for tracking improvement/growth.
+ Design databases and replicable, documented processes to capture information required for accreditation and assessment including survey creation and data analysis.
+ Coordinate course evaluation administration, data analysis and data utilization, including optimizing use of the course evaluation platform for improved response rate and data utilization.
+ Support use of course evaluation data including providing training for deans and faculty.
+ Create data linkage processes and automate queries, reports, and data visualizations for the purpose of continuous quality improvement as well as summative reporting and evaluation needs.
+ Work with College stakeholders to increase their data literacy, ensure robust understanding of student data privacy, and help them better understand the data needs for their department and program and to be planful in their data collection, documentation, survey development and reporting.
**Priority: Essential Percent of Time: 45%**
1. **Provide Institutional Research technical support to the campus community.**
+ Serve as a primary contact at the College for accreditation data and evaluation needs.
+ Respond to Institutional Research requests and provide timely support to stakeholders requesting help.
+ Specifically monitor data requests for accreditation and assessment related data needs and respond to those requests.
**Priority: Essential Percent of Time: 10%**
1. **Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.**
+ Attend professional conferences, workshops and meetings as requested.
+ Run queries and provide information for data-related needs of the College.
+ Assist the Director in providing summary data for accountability reports.
**KNOWLEDGES, SKILLS, AND ABILITIES**
**Minimum Qualifications** _(expected to have to enter job)_
+ Bachelor's degree in education, economics, psychometrics, sociology, statistics, or related field;
+ Three (3) years of professional experience in research, evaluation, or analytics;
+ Knowledge of basic social science research methodologies and statistical techniques;
+ Proficiency with data management concepts and tools, such as Microsoft Access and Excel;
+ Demonstrated ability to generate effective data visualizations;
+ Excellent organizational skills and strong attention to detail and accuracy of information;
+ Effective written and oral communication; demonstrated ability to effectively present technical information in clear, concise language suitable for varied audiences.
**Preferred Qualifications** _(desired but not expected to have to enter job)_
+ Graduate degree in education, economics, psychometrics, sociology, statistics, or related field;
+ Demonstrated experience with advanced qualitative and quantitative research methods, and advanced statistical modeling;
+ Experience with utilizing machine learning models for creating predictive or prescriptive analytics;
+ Proficiency with query and reporting tools such as Structured Query Language (SQL) and PowerBI, and data analysis tools such as SPSS and/or R;
+ Experience with ISRS, EPM 11 or other Minnesota State databases and tools;
+ Ability to manage and complete multiple projects on deadline, both independently and as part of a collaborative team;
+ Demonstrated leadership skills in project management and research processes.
