**Description**
SAIC seeking to hire an **Information Technology Requirements Manager** with significant project planning experience and excellent communication and customer service skills based in in **Stuttgart Germany!**
**ESSENTIAL FUNCTIONS AND JOB RESPONSIBILITIES:**
+ Work with Requirement Owners/Action Officers, Program Managers, and Project Managers to facilitate the introduction of new capabilities fulfilling DoD directives within the J6 enterprise; ensures requirements are effectively defined, strategically aligned, approved, managed and the status is communicated throughout the life cycle of each requirement.
+ Performs functions essential to acquiring and implementing IT solutions in accordance with Department of Defense (DOD) business system acquisition instructions, policies, and procedures.
+ Develops and recommends policies and procedures to transition solutions from concept, through planning, to Operations.
+ Program development, planning, operations and logistical support.
+ Planning, organizing and implementing requirements specifications.
+ Communicating both orally and in writing, with staff at all levels internally, with oversight agencies, with the private sector and with senior government executives.
+ Developing a business case analysis and problem statement.
+ Facilitate the efficient and effective analysis and traceability of new IT requirements and initiatives IAW stakeholder priorities and identifies the most effective high-level engineering design approach to achieve the desired operational impact.
+ Develops collaborative relationships with USSOCOM J6 Enterprise innovation and modernization elements (SOF Integration Facility, Test & Evaluation, and Service Modernization) and leads integration of new technologies and capabilities at the TSOC level.
+ Drives the analysis and builds the artifacts to ensure the end-to-end requirements process is well understood and works to continually optimize the process for better efficiency.
+ Coordinates with internal and external customers for Information Technology (IT) functional requirement development.
+ Communicate program strategies, goals and status to stakeholders, management and higher-level leadership.
+ Develops an analysis of alternatives study plan, estimating costs and benefits of the proposed project for presentation to governance boards.
+ Leads projects to update and modernize existing systems based on changes in operational need, policy, or organizational strategy.
+ Creates documentation such as policies, procedures, workflows, and user guides to enhance user acceptance and system integration.
**Qualifications**
+ Bachelor of Science or Bachelor of Arts Degree & 5 years Program/Project Management Experience.
+ Active Top Secret clearance, with ability to obtain TS/SCI.
+ Strong Information Technology background.
+ Familiarity with COCOM operations.
+ Excellent writing and communication skills, including the ability to develop analytical documents and present oral briefs to senior management.
**DESIRED QUALIFICATIONS:**
+ ITILv4 Foundation.
+ CAPM.
+ Project+.
+ PMP Certification.
+ IT Systems / Networks Certifications.
+ Lean Six Sigma and/or Project Quality Assurance background.
+ AGILE, DevOps, and or Scrum Master experience.
+ Project Risk Management experience.
