Overview
The Recycling Manager reports to Deputy Program Manager and is responsible for managing the recycling facility’s operations to support the base’s sustainability and environmental compliance objectives. This role ensures efficient processing of recyclable materials, adherence to US Navy NAVFAC and environmental regulations, and the safety of all personnel involved in recycling operations
Responsibilities
+ Oversee daily recycling plant operations, including the collection, receiving - sorting, processing of various recyclable streams, and outbound shipping off island of recyclable materials.
+ Ensure compliance with US Navy NAVFAC and NSGB CINC environmental policies, federal regulations, and base-specific sustainability initiatives.
+ Develop and implement operational strategies to improve efficiency and reduce costs while meeting mission requirements.
+ Manage recycling plant operational performance, and promote efficient and safe process flow, in alignment with V2X resource management guidelines.
+ Hire, train, and supervise plant staff; conduct performance evaluations and enforce safety protocols.
+ Oversee the preventative maintenance of the recycling equipment, inside and outside of the main building, to maintain associated equipment with the goal to minimize downtime and ensure full operational readiness.
+ Monitor quality control processes and develop in association with V2X Quality department SOPs to ensure product standards meet USN NAVFAC and NSGB CINC and V2X contractor requirements.
+ Prepare and submit operational reports to base leadership and associate required contracting reporting as per 1503030 -Integrated Solid Waste Management deliverables.
+ Promote a culture of safety, environmental stewardship, and continuous improvement within the plant.
Qualifications
+ Education / Certifications: One-year related experience may be substituted for one year of education, if degree is required.
+ Experience in operating recycling operations utilizing industry specific recycling machinery, Business Management, or related field (preferred).
+ OSHA Safety Certification (Required-OSHA 30)
+ Environmental Compliance Certification-REQ
+ HAZWOPER certification (required)
+ DoD Environmental Training as per Florida “code” or other state Landfill Management Course (can be completed after hire-unless already industry or State qualified)
+ Must be eligible to pass Naval Station Guantanamo Bay DoD security check as per Naval Station Guantanamo requirements.
+ Must be able to successful pass a background and medical screening
+ Must have a valid passport with at least a year of validation from expiration date.
+ Experience:
+ Five Plus years’ Experience in plant operations, waste management, or industrial facility management.
+ Strong leadership and team management skills.
+ Verifiable Knowledge of recycling processes, machinery, and maintenance.
+ Familiarity with DoD environmental compliance standards and OSHA safety requirements.
+ Excellent problem-solving and decision-making abilities.
+ Proficient in budgeting and cost control.
+ Strong communication and organizational skills
+ Skills & Technology Used:
+ Strong knowledge of environmental regulations, public works administration and safety standards.
+ Leadership and team management skills.
+ Proficiency in MS Office

+ Ability to work in outdoor and physically demanding environments
+ Physical Activities:
+ Work requires sitting, standing, walking, climbing, bending and routine lifting of equipment and boxes in an office environment.
+ The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
+ Heavy work. Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
+ Working Environment:
+ Work is generally conducted in a shop environment. However, duties may involve the conduct of work in the outdoors area with potential exposure to extreme climatic conditions.
+ The worker is subject to atmospheric conditions. One or more of the following conditions affect the respiratory system of the skin: fumes, odors, dust, mist, gases, or poor ventilation.
+ The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.
+ The worker is subject to vibration. Exposure to oscillating movements of the extremities or whole body.
+ Must comply with Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) regulations and company work rules.
+ Must be available to work nights, weekends and holidays when required.
+ Material & Equipment Directly Used:
+ Various shop tools and equipment, hand and power tools, and heavy machinery.
+ Recycling Equipment.
+ Extensive use of a desktop computer and multi-functional device.
+ Steel Toe shoes may be required. Personal Protective Equipment (PPE) is required in certain areas. Such PPE includes, but is not limited to: face mask, head, foot, hand, vision and hearing protective devices.
