What You Will Do:
The Records Digitization Manager for a Large Scale Digitization Initiative. This role oversees the digitization of more than 800,000 federal records, ensures compliance with NARA and federal records regulations, and manages end to end implementation of an ERM system integrated with Federal client platforms including Palantir Foundry, Databricks, UAC Portal, Salesforce, and Tableau.
The Manager will manage daily operations of subcontractors coordinating digitization workflows, metadata management, quality assurance, OCR/ICR accuracy, and multi system integration efforts. This position ensures timely fulfillment of priority record digitization requests and maintains chain of custody and compliance documentation.
Key responsibilities include leading cross functional teams, managing project schedules and risks, ensuring adherence to federal standards, coordinating pilot and full scale production phases, overseeing search capability testing (multi field, Boolean, graph/relationship), and supporting intelligent keyword detection capabilities for high risk indicator.
The Program Manager will interface directly with client leadership, Records Management, Legal, and CISO teams, preparing progress reports, compliance documentation, and quality control metrics. This role also delivers system training, workflow documentation, and knowledge transfer to support the Federal client long term digitization and record management capability.
What You Will Need:
Experience & Domain Expertise
Minimum Bachelor's degree
Ability to obtain a Public Trust Clearance (i.e. US citizenship required)
Minimum 7+ years experience in ERM implementation, federal records management, or large‑scale digitization programs.
Demonstrated experience with NARA standards, 36 CFR 1236 digitization regulations, and federal records retention requirements.
Proven ability to manage high‑volume scanning, OCR/ICR processes, metadata extraction, and quality control workflows.
Experience supporting federal programs involving sensitive PII/PHI, chain‑of‑custody protocols, and litigation hold requirements.
Background in overseeing integration processes with platforms such as Palantir Foundry, Databricks, Salesforce, and/or similar systems.
Technical Skills
Strong understanding of digital records management technologies, metadata schema design, and ingestion pipelines (Parquet, JSON, XML).
Familiarity with NLP/ML‑based text analytics and intelligent keyword detection systems.
Knowledge of graph/relationship search, advanced Boolean search, and multi‑field query design.
Competence with OCR/ICR technologies and image quality assurance requirements (DPI, TIFF/PDF‑A standards).
Understanding of cloud integration, API‑based data exchange, and large‑scale storage (S3 or equivalent).
Regulatory & Security Skills
Experience managing compliance documentation and audit‑ready reporting.
Ability to apply Section 508 accessibility requirements in federal systems.
Working knowledge of federal information security frameworks, such as any combination of the following:
NIST SP 800‑171
CMMC
SOC II Type I
Privacy Act, FOIA, and federal child‑welfare record protections
Leadership & Communication
Exceptional leadership skills managing cross‑functional teams of digitization technicians, QC analysts, engineers, and data specialists.
Strong communication and stakeholder management skills for federal program leaders, COR/PMs, Records Management, and Legal teams.
Ability to present status, risks, and technical concepts clearly to executive stakeholders.
Strong organizational, workflow optimization, and problem‑solving skills.
What Would Be Nice To Have:
Preferred Master’s Degree.
PMP or equivalent project management certification.
The annual salary range for this position is $113,000.00-$188,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
