Job Description:

Parsons is looking for an amazingly talented (QA/QC) Manager with demonstrable experience to join our team! In this role you shall develop and lead program-wide processes and controls to ensure high quality work is achieved and completed.  Quality Manager shall develop, manage and lead the entire Quality Management System (QMS) processes and control aspects of all infrastructure roads, utilities, tunnels, underground facilities and activities of major projects, involving multiple contracts and programs.

The Quality Manager shall develop all necessary program-wide QA/QC support and activities across the program, ensuring all PMCM aspects of the Project Deliverables are met and are in accordance with the client’s, and projects contractual obligations and specifications, whilst ensuring that the overall PMCM objectives are also in accordance with the necessary Quality Management Plan, for the delivery of complex and sensitive mixed-use construction projects within the Kingdom of Saudi Arabia.

Typically, you will have managed QMS on construction projects having more than 5M man-hours or a total value in excess of US $1Bn, and whereby you have applied widely diversified knowledge and experience of various situations to develop and implement, methods and techniques which have ensured QMS across multiple projects and programs.   

Incumbent shall be thoroughly familiar with required codes, standards, governmental standards and best practices, contractual obligations, financial, staffing and technical appraisals of all quality related aspects.  

Review Scope of Services documentation and develop project procedures, guidelines and instructions.

Develop maintain Quality Management Plan and support documentation for all construction related activities and functions.

Initiate, develop, implement Project Quality Audit and Surveillance Schedule, the level, type and frequency of required audits.

Implements the Quality system across the program and supports all quality matters.

Develops the program through QA/QC Quality system including preparation and updating of processes and procedures as required.

Actively engages, initiating developing, advising and supporting overall program in Quality System leadership using the latest ISO Quality standard.

Implement and ensure compliance with safety, QA/QC, and document control protocols.

Supports the program in meeting ISO Quality standard requirements.

Ensures that Parsons and clients’ quality requirements are met for products and services provided, by verifying compliance with quality standards and quality program requirements.

Preparing detailed progress reports and presenting updates to senior management and clients.

Devises plans for periodic inspection activities and surveillances.

Initiates, develops, manages the Corrective Action/ Preventive Action and Non-conformance tracking program development including defining requirements and future administration and support of a unified system to include tracking of NCR’s, CAR’s, Audit Findings, KPIs etc.

Conducts audits to verify that plans and procedures are being followed, and documentary evidence is produced and maintained.

Coordinates with the team to plan, in advance, any necessary inspections and testing activities.

Works closely with the functional teams to maintain surveillance of quality.

Undertake review in conjunction with the functional teams for visual verification of procedure adherence, feedback from NCR’s, feedback from progress meetings and individual reporting of concerns from general workforce, Supervisors and Management.

Ensure QA/QC compliance through surveillance or via QC reporting to include visual feedback or written reporting.

Ensure and act decisively to curtail bad practice, waste and or non - value adding activities.

Explain likely derogatory effects of bad practice, in a manner easily understandable to relevant recipients.

Initiate, develop and engage in supply chain QC compliance On\Off site.

Attend at FATS & SATS dependent on the individual materials, tests or services being under inspection\ test as required by the role.

Produce daily, weekly, monthly and ad-hoc reports to high standards and detail, reporting will include initiating, developing information for presentation dashboards to include amongst other items of QA\QC KPI’s, metrics etc.

Ability to mentor and motivate construction team members/individuals through career guidance and or participation in company sponsored events/award initiatives

Perform other responsibilities associated with this position as may be appropriate.

Determines staffing budgets and plans and effectively manages staff within their team as required

Promote construction best practices, technical excellence, and client satisfaction across the project.

Bachelor’s degree or equivalent in Engineering or Quality discipline or related field.

Minimum of 10 years of related work experience in the field of Quality.

Lead Auditor certification (ISO 9001 or equal) or ASQ certification (CMQ/CQE.). Active membership in a nationally recognized Quality organization.

Excellent spoken and written English language skills with the ability to communicate effectively and a must be competent in all forms of presentations and public speaking.

Positive, outgoing, resilient, and culturally sensitive approach to stakeholder engagement.

Computer proficient, Microsoft Office, Word, Excel, PowerPoint and Visio.  Project Planning skills are essential.

Strong attention to detail.

Strong working knowledge of ISO Quality Management Systems Standards.

Strong leadership in managing site operations, construction teams, and subcontractor performance.

Demonstrated experience working with PMCM and major contractors on complex, high-value projects

Familiarity with industry standards, safety regulations, and quality assurance protocols.

Professional registration with Chartered Status

Experience in public meetings, regulatory coordination, or working with government clients.

Candidate must be knowledgeable of current and future emerging technologies and how they can be effectively utilized on projects.

Incumbent must meet Parsons' Project Management certification requirements, as and when required.
