Hybrid work schedule available, up to 50% telework depending on business needs. This position serves as a technical expert and lead for cross-functional complex dockets and issues for staff in the Financial Analysis Unit and provides highly technical testimony and written documentation for the Department of Commerce on matters before the Minnesota Public Utilities Commission, Federal Energy Regulatory Commission (FERC), Regional Transmission Organizations (MISO or SPP), and/or the Minnesota Legislature. The position is responsible for developing work plans and strategies for routine and highly complex and often contested natural gas and electric utility proceedings, which may be in both State and Federal jurisdictions. The position provides technical guidance, direction, and expertise to management and staff on a range of energy matters impacting Minnesota ratepayers.
**Minimum Qualifications**
Five (5) years of experience performing analysis, exercising judgment, and relying on knowledge in the energy industry.
A Bachelor's degree in Accounting, Finance, Statistics, Mathematics, or related field is equivalent to one (1) year of experience.
An Advanced degree in Accounting, Finance, Statistics, Mathematics, or related field is equivalent to eighteen (18) months of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
+ Experience preparing recommendations for decision making bodies (Boards, Commissions, Councils).
+ Experience training and coaching peers.
+ Skills in technical writing and project management.
+ Demonstrated proficiency with Microsoft Office Suite, including Excel, Word, Outlook and Teams.
**Preferred Qualifications**
+ Bachelor's or Advanced Degree in Accounting, Finance, Statistics, Mathematics, or related field and five (5) years of experience in the energy industry.
+ Participation in contested case proceedings and hearings and preparation of testimony and adjustments.
+ Experience with regulated gas and electric industries.
+ Experience in auditing or taxes.
+ Experience working on any of the following: rate cases, rate riders, fuel forecasts and tune-ups, service reliability and service quality, demand entitlements, hedging, depreciation and decommissioning, affiliated interest, rate of return and capital structures.
**Physical Requirements**
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
