Proposal Director

Job Summary

The proposal Director will lead the end-to-end response process for Task Order RFPs under federal and commercial IDIQ contracts, ensuring compliance, compelling, and on time submissions.

 

Primary Job Functions

Gather, organize, and synthesize all required materials—including technical inputs, past performance Lead the end‑to‑end response process for Task Order RFPs under federal and commercial IDIQ contracts, ensuring compliance, compelling, and on‑time submissions. Support staffing plans, pricing data, and compliance documentation. Work across the business to identify and engage the appropriate subject matter experts (SMEs) in engineering, operations, finance, legal, contracts, and delivery teams. Facilitate SME working sessions to extract technical content, validate requirements, and ensure alignment with customer needs and solicitation criteria. Develop proposal outlines, compliance matrices, storyboards, and content templates to guide contributors and maintain consistency. Draft, edit, and refine proposal narrative sections, ensuring clarity, accuracy, and alignment with win themes and customer priorities. Manage pricing inputs by coordinating with finance, operations, and leadership to develop accurate labor estimates, rate structures, and cost narratives. Ensure all proposal content meets federal acquisition requirements, solicitation instructions, and internal quality standards. Track and manage questions, clarifications, and communications with the prime contractor or government customer as appropriate. Maintain a library of reusable proposal content, resumes, project descriptions, and graphics to accelerate future responses. Support color team reviews (Pink, Red, Gold), incorporate feedback, and drive continuous improvement in proposal quality. Coordinate final production, formatting, and submission of proposals, ensuring all documents are complete, compliant, and professionally presented. Monitor upcoming solicitations, amendments, and procurement forecasts to prepare the organization for rapid response. Partner with leadership to develop win strategies, competitive differentiators, and proposal themes that strengthen the company’s position. Maintain version control, documentation, and audit trails for all proposal materials in accordance with internal and federal requirements. Support post‑submission activities including clarifications, BAFOs, negotiations, and transition planning.

 

Education, Experience and Certification

Bachelor’s degree in business administration or related field.

 8 years+ of Progressive leadership experience in program strategy and operations, including oversight of cross-functional teams, project execution, and stakeholder engagement within complex, multi-site, or matrixed organizational environments

Knowledge, Skills, and Abilities

Demonstrated leadership of cross-functional teams fostering alignment, accountability, and high performance across complex organizational structures. Exceptional executive-level communication skills, with the ability to translate strategic direction and policy guidance into clear, actionable communications and operational plans. Proven ability to manage competing priorities and evolving timelines, balancing multiple stakeholder needs in fast-paced, high-visibility environments

 

Travel Requirements

Occasional (Up to 10%)
