Northrop Grumman Aeronautics Systems has an opening for either a Level 2 Proposal Analyst or Level 3 Principal Proposal Analyst to join our team of qualified, diverse individuals. This position is in Rancho Bernardo, California with a 9/80 1st Hybrid work schedule.
Essential Functions:
This role will be a key member of proposal teams that support a variety of proposal activities (Firm Proposals, Rough Order of Magnitude (ROMs), pricing exercises) to meet program goalsCandidates for this position will lead/support proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team membersThey will demonstrate a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environmentDevelops, plans and schedules proposalsCompiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specificationsCoordinates the collection and accumulation of cost, scheduling, and performance elements from functional departmentsResearches and analyzes historical data, develops cost models to support proposal effortsCoordinates activities and participates in fact-finding meetingsParticipates in should-cost and pricing reviews with management and customer representativesParticipates as a member of the contract negotiating teamThis requisition can be filled as either a Level 2 Proposal Analyst or Level 3 Principal Proposal Analyst.
Basic Qualifications for a Level 2 Proposal Analyst:
Bachelor's Degree with 2 years of data analysis or estimating experience OR a Master's DegreeProficient in Microsoft Office, specifically ExcelAble to obtain/maintain a Security ClearanceBasic Qualifications for a Level 3 Principal Proposal Analyst:
Bachelor's Degree with 5 years of data analysis and estimating experience OR a Master's Degree with 3 years of stated experienceMust have understanding of FARs and DFARsMust have experience with DoD contractingProficient in Microsoft Office, specifically ExcelAble to obtain/maintain a Security ClearancePreferred Qualifications:

Primary Level Salary Range: $75,800.00 - $113,800.00Secondary Level Salary Range: $94,200.00 - $141,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
