Join us. **Job Description** AECOM is seeking an experienced Project Manager to provide overall leadership, management, and accountability for complex airfield capital projects located in Dallas, TX. This role is responsible for managing aviation projects from planning through closeout, serving as the owner’s representative for scope, cost, schedule, and change management, and coordinating across Planning, Design, Construction, Environmental, Operations, and external agencies. The Project Manager leads very complex projects that may include clients with national geographic footprints, projects involving the full spectrum of infrastructure engineering services, or additional complexities such as environmental protection, regulatory approvals, due diligence, or litigation. The role includes regulatory and consenting authority, management of other Project Managers, and direct oversight of consultant and construction teams. Key Responsibilities **Project Leadership & Governance** + Provide overall leadership and direction for assigned airfield projects from initiation through closeout. + Establish clear project roles, responsibilities, and communication protocols. + Maintain alignment with DFW governance requirements, AMP+ standards, and contractual obligations. + Serve as the primary escalation point for project-level decisions. + Manage and provide oversight to other Project Managers as assigned. **Planning, Programming & Stakeholder Coordination** + Support DFW Planning with development of initial project scope, capital budget estimates, schedules, and MWDBE requirements. + Coordinate planning and design activities with internal and external stakeholders. + Secure stakeholder agreements and required approvals. + Support CAP Council coordination, PMM processes, and OBA preparation. **Procurement & Consultant Management** + Prepare RFQ and RFP packages for design, construction, and professional services. + Coordinate technical and stakeholder reviews of procurement packages. + Procure survey, design, construction, QA/QC, and specialty services. + Manage consultant and contractor contracts in coordination with the Senior Project Manager. **Cost, Schedule & Financial Management** + Manage overall project budgets, including direct labor, expenses, subconsultant costs, and contingency. + Review and analyze monthly financial reports, including WIP, earnings, and forecasts. + Establish and maintain project schedules and milestone tracking. + Identify, document, and proactively mitigate cost and schedule risks. + Actively manage project risks in coordination with the Construction Manager and project team. **Change Management & Contract Administration** + Manage the change order and contract modification process. + Review contractor estimates and scope proposals. + Negotiate change orders in coordination with the Senior Project Manager. + Obtain required owner and leadership approvals. + Ensure all changes are documented, approved, and tracked accurately. **Construction Phase Coordination** + Coordinate closely with the Construction Manager to ensure field execution aligns with project objectives. + Ensure safety programs are implemented effectively and operational constraints are addressed. + Attend OAC meetings, progress meetings, punch walks, and mockup reviews as required. **Reporting, Communication & Documentation** + Prepare and submit required project reporting, including Project Status Reports (PSR) and Project Health at a Glance. + Provide weekly and monthly updates to DFW leadership and stakeholders. + Peer review technical deliverables and reports. + Maintain clear, consistent, and documented project communications. **Permitting, Environmental & Agency Coordination** + Coordinate project permitting and approvals with local, state, and federal agencies. + Interface with the FAA, environmental authorities, and other Authorities Having Jurisdiction (AHJs). + Work with Environmental Affairs and Planning teams to ensure regulatory compliance. + Support NEPA, FAA, and other regulatory documentation and review processes. **Invoicing & Pay Applications** + Review and approve invoices and contractor pay applications. + Coordinate with Accounting to initiate and track payment processing. + Ensure timely receipt of payments and resolution of billing issues. **Project Closeout** + Manage project closeout activities, including as-built drawings, O&M manuals, warranties, and attic stock. + Ensure successful turnover to Operations and Maintenance teams. **Decision Authority** + Approve scope, cost, and schedule changes within delegated authority. + Execute contract amendments and change orders in accordance with approval thresholds. + Approve invoices and pay applications. + Direct Construction Manager (CM), Construction Representative (CR), Construction Coordinator (CC), and consultant activities. + This role does not perform field inspections, direct contractor means and methods, or replace CM, CR, or QA functions. **Success Indicators** + Projects delivered within approved scope, budget, and schedule. + Clear decision-making and escalation pathways. + Effective coordination across planning, design, construction, and operations. + Accurate financial forecasting and schedule management. + Strong stakeholder confidence in project leadership. **Qualifications** **Minimum Requirements** + Bachelor’s degree in Engineering, Construction Management, Architecture, or a related field, plus 4 **+ years of relevant project management experience** , or demonstrated equivalency of education and experience. **Preferred Qualifications** + Prior experience managing **airfield or aviation capital projects** at a commercial service airport. + Experience managing complex infrastructure or aviation-related projects through full project lifecycle. + Demonstrated experience managing project budgets, schedules, contracts, and consultant teams. + Ability to manage multiple stakeholders, regulatory requirements, and operational constraints. + Familiarity with FAA regulations, Part 139 requirements, and airport operational environments. + Experience working within owner governance frameworks and capital delivery programs. + Experience managing projects involving environmental permitting, regulatory approvals, or due diligence activities. + Professional certification such as PMP, PE, CCM, or similar. **Additional Information** + **Sponsorship is not
