The Opportunity:
The Project Manager shall be responsible for the successful planning, coordinating and management of cost, schedule and performance of all aspects of complex engineering projects and tasks. Serves as the technical point of contact for the Program Manager and team members on a project or task. Directly contributes to program efforts in several areas, including task cost, schedule, and deliverables status updates. Monitors risks and develops and presents risk containment strategies to ensure proper performance of tasks necessary for efficient and effective execution of the contract. Utilizes expert communication skills to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.

Responsibilities:

Assist higher level project manager with allocation of resources (staffing, facilities, and budgets) on the effortWork with the higher-level project managers, if applicable, to provide effective and efficient management of the contractor’s effortProvide direction and mentoring to project team members; set the appropriate goals and objectivesDirect and manage the activities of a project teamDocument system and project process improvementsPrepare and complete action plans to be presented to the GovernmentAllocate resources (staffing, facilities, and equipment) to multiple simultaneous requirementsEnsure compliance with all regulatory and administrative requirements imposed by the contract in coordination with the Contractor's contracts staffProvide direction and mentoring to project team members; set the appropriate goals and objectivesMitigate project risks and issues that occurProvide analysis of operational objectives and draft plans to meet objectivesReview risk and risk mitigation activities and allocate resources for the sameReview risk and risk mitigation activities and allocate resources for the sameDirects and manages the activities of a project teamDevelop multi-project Work Breakdown structures and Integrated Master Schedules to deconflict allocation of resourcesCoordinate activities of lower-level project managers to achieve synergy across TTOsProvide effective and efficient management of the contractor’s effortProvides detailed tracking of requirements satisfaction for reporting to Government customers

Qualifications:

Required: 

Project Management Professional Cert or Defense Acquisition Workforce Improvement Act Level 3 cert in Program Management

Desired

Python
SQL
Familiarity with Cross Domain Solutions (CDS)
Application administration and troubleshooting skills
Experience validating network throughput
Experience with monitoring tools
AWS experience

Education and Experience:
A bachelor’s degree from an accredited college or university is required.
8 years of demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule, and financial data monitoring, and reporting for projects and contracts of similar scope, type, and complexity is required.
6 years of additional program management experience of similar scope, type, and complexity with the Federal Government may be substituted for a bachelor’s degree.

Pay Range: There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$109,800 - $241,600
