Project Manager
Description:
Electrosoft is seeking a Task Order Project Manager (TOPM) to support our Department of Defense customer. This TOPM will be responsible for managing costs, schedule, directing team personnel, ensuring contract compliance and serving as our customer interface. The candidate must be able to organize, direct, coordinate planning, and production of all contract activities. Serves as the project manager for a large, complex task order (or a group of task orders affecting the same system) and shall assist the Program Director in working with the Government Contracting Officer (KO), the task order-level Task Order Managers, Government management personnel and customer agency representatives. Under the guidance of the Program Director, responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.
Duties/Responsibilities:
+ As the TOPM, you will have responsibility for successfully completing all tasks in assigned project/program areas including technical work.
+ Supervises assigned technical and administrative staff, including subordinate supervisors, and performs personnel actions including hiring and performance evaluation.
+ Directs program activities to meet client and organization work objectives while serving as client liaison to coordinate activities, negotiate tasks, and solve problems.
+ Assures quality of program products, services, and contract deliverables, including leading and/or participating in reviews, audits, and customer meetings.
+ Coordinates and monitors sub-contractor activities and work performance to include administering sub-contractor deliverables.
+ Develops, reviews, and approves plans, schedules, consulting agreements and other program documents.
+ Prepares and provides various reports and technical reviews to senior government and corporate management as requested.
+ Ensures compliance with relevant corporate and government policies, standards, and procedures.
+ Support and navigate the Information Technology Acquisition lifecycle, including key milestones such as requirements definition, acquisition planning, solicitation, award, and post-award activities.
+ Analyze and interpret a wide range of source documentation (e.g., requirements documents, statements of work, independent government cost estimates, market research, and technical inputs).
+ Assist in the development, review, and refinement of acquisition documentation, including acquisition plans, task order proposals, evaluation materials, and supporting justifications.
+ Coordinate with contracting officers, technical leads, stakeholders, and vendors to ensure acquisition objectives are met.
+ Track task order performance, risks, and dependencies; identify issues and recommend corrective actions.
+ Ensure compliance with applicable federal acquisition regulations (FAR), agency policies, and contractual terms.
Required Qualifications:
+ US Citizenship
+ A bachelor’s degree from an accredited institute in an area applicable to this position and minimum of 5 years in project management experience and 5 years of leadership experience (10 Years total) with progressively higher responsibility in the public and/or private sector in the IT and/or consulting fields.
+ Project Management Professional (PMP) or equivalent
+ Experience with the Information Technology Acquisition process and its milestones.
+ Possess knowledge and experience with systems engineering, business process engineering, customer relationship management, project and financial management, change management, risk management. and IT service management.
+ Experience in analyzing a variety of source documentation and supporting the creation of acquisition documentation.
Desired Qualifications:
+ The ideal candidate has a technical background and experience directing IT operations and systems architecture
+ Previous Government or Contractor background experience with a government agency
