Job Description:

Parsons is Anticipating a Project Engineer (NEC) role in Dublin, Ireland. In this role you will provide site‑based NEC supervision and technical oversight to ensure client works are delivered safely and in line with scope, quality, and contract requirements across construction, testing, commissioning, and handover.

What You'll Be Doing:

Act as NEC Supervisor (when delegated), providing site supervision, technical support, quality assurance, and NEC contract management.

Ensure all works comply with scope, stage‑gate process, standards, regulations, procedures, and legislation.

Support Work Order management from award to completion, including review and acceptance of subcontractors and documentation.

Review contractor Quality Management Plans, ITPs, method statements, and risk assessments with the Project Manager.

Act as day‑to‑day site representative to ensure safe, efficient, environmentally responsible works with minimal disruption to client operations.

Agree inspection and testing activities (including off‑site inspections), monitor quality through regular inspections, and manage non‑conformances and remedial actions.

Liaise with client operations on access, storage, and worksite arrangements.

Inspect and sign off completed works, manage joint “first off” inspections, and verify as‑built records and test documentation.

Monitor contractor performance through regular site presence and meetings, track progress, escalate issues, and maintain a detailed site diary and photo records.

Support the Project Manager on Compensation Events, reporting, and progress meetings.

Promote HSSE and good workmanship, participate in safety tours, and support continuous improvement, systems integration, and quality records/archiving.

What required Skills You'll Bring:

10+ years’ experience, including 5+ years in Project Engineering and NEC 3/4 Supervision on large multidisciplinary rail or similar infrastructure projects.

 Experience monitoring contractor/consultant performance and applying performance management frameworks.

Experience with claims management.

Knowledge of KPIs for contractor/consultant organisations and experience developing KPI libraries.

Experience executing NEC contracts and implementing contract management strategies.

What Desired Skills You'll Bring:

In‑depth NEC 3/4 contract management experience on complex infrastructure (rail, tunnelling, civils/structures preferred).

Ability to lead a team of people.

Strong report writing and presentation skills.

Understanding of CEMAR.

Minimum Level 88 degree (or equivalent) in Law, Quantity Surveying, Engineering, Construction, or Project Management.

Chartered membership of a relevant professional body (e.g. Engineers Ireland, RICS or equivalent).

NEC 3/4 ECC Supervision accreditation.

Note:  This position is contingent upon project award and future funding, this exciting new opportunity planned to commence in Spring 2026.
