Project Controls Manager

Job Title: Project Controls Manager in WINNIPEG, MB.

Our large general contractor client is currently hiring a PROJECT CONTROLS MANAGER in Manitoba. This is a full time, permanent role with relocation offered.

Responsibilities

Establish, own, and operate the project controls function, focusing on the Biosolids Phase 2 project, while overseeing project controls activities across the Manitoba portfolio.Own and maintain cost control, forecasting, and cash flow processes. Develop and manage cost-to-complete forecasts and financial trend analysis.Identify and explain variances between system-reported performance and field-reported productivity. Provide clear, decision-ready financial insights to project leadership.Apply earned value and performance measurement principles. Communicate schedule and cost performance indicators such as SPI.Interpret Primavera P6 schedules and communicate schedule health and risks.Establish controls for managing design growth. Track quantity changes from award through IFC.Support the preparation of progress applications and associated controls documentation.Assist in the development and substantiation of change orders.Maintain high data quality across shared spreadsheets. Use Excel for forecasting and analysis.Support the implementation of a new construction management platform.Lead and support a small team of project controls coordinators.

MUST HAVE:

7–10 years of total construction experience on large, complex projects.2 years of direct project controls experience with responsibility for forecasting and cost-to-complete.Experience on projects valued at least $300M.Industry experience in Industrial EPC, Heavy civil, Water utilities, or Energy facilities.Advanced Excel proficiency.Ability to interpret Primavera P6 schedules.Site-based experience with effective engagement with field teams.Client-facing experience in progress applications or change order discussions.Experience overseeing at least 2 direct reports.Eligibility to work in Canada and willingness to be Manitoba-based or travel regularly to site.

NICE TO HAVE:

Experience on megaprojects valued at $500M–$1B+.Design-build project experience.Wastewater or water treatment project experience.Experience working on joint venture projects.Familiarity with SAP financial systems.Experience with construction management software like InEight, Procore, or ACC.Awareness of Power BI or data analytics tools.Previous experience with FIFO/rotational schedules.

Work Environment

The standard schedule is five days on, two days off, with potential alternative schedules like ten days on, four days off, or fourteen days on, seven days off based on project needs. Consistent site integration is crucial for success.

Pay and Benefits

The pay range for this position is $135000.00 - $140000.00/yr.
