Programme Delivery Partner Contract Manager

Unleash your talent and redefine what’s possible. **Job Description:** Parsons is anticipating a Contract Manager role in Dublin Ireland,. In this role you will be responsible for effectively managing the contract requirements of the Program Delivery Partner Support Services Contract, ensuring all terms and conditions are being adhered to and service obligations are fulfilled in line with TII’s requirements. Contract Manager shall also assume responsibility for dealing with daily contract issues as they arise to ensure the ongoing and seamless delivery of Program Delivery Partner services, Program Delivery Partner Support Services Contract to the satisfaction of TII. **What You'll Be Doing** + Manage all pre- and post-contract activities, ensuring full adherence to contracts and Work Orders. + Work with Procurement and Legal to support Delivery Directors in engaging contractors/consultants in line with client procedures and procurement strategy. + Administer contracts from award to completion, including take-over and final assessment, and review/accept subcontractors and their documentation. + Monitor contractor/consultant performance against KPIs and support dispute management when required. + Ensure compliance with client Contract Management standards, NEC (or other selected contract suite), and program requirements, reporting any non-compliance. + Manage commercial relationships with contractors/consultants to drive continuous improvement. + Review and help shape draft contracts, coordinating legal, technical, and financial inputs; lead contractual negotiations and advise Project/Services Managers and the Program Director. + Certify payments, assess Defined Costs for NEC Option C/E, audit accounts, review forecasts, assess pain/gain share, and calculate delay damages as required. + Develop program/category contract management strategies and approve individual contract management strategies. + Set KPI targets in NEC Incentive Schedules, maintain KPI libraries, and oversee performance evaluations and improvement plans. + Build, lead, and support a team of Contract Administrators and foster strong collaboration across the project team. + Review compensation events, quotations, assessments, early warnings, and applications for payment, making recommendations as required. + Provide assurance on RFI/RFT documentation (including contract conditions and Z clauses) and oversee tendering and evaluation through to appointment. **What Required Skills You'll Bring** + 10+years’ experience, including5+years specializing in contract management/administration and NEC contracts. + Minimum Level 8 degree (or equivalent) in relevant subject area e.g., project management, engineering, supply chain, procurement, quantity surveying, business, or related discipline. + Level 9 Masters in relevant field would be advantageous (or equivalent masters) + Proven contract management experience on high-value metro rail or similarly complex projects. + Strong knowledge of contractor/consultant performance monitoring and performance frameworks. + Significant claims management experience. + Experience with KPIs, including building KPI libraries and managing performance. + Hands-on experience administering NEC contracts. + Experience developing and implementing contract management strategies. + Demonstrated ability to influence stakeholders, improve processes, and support delivery/reporting. + Team management experience and ability to provide clear direction at all levels. + Strong analytical and negotiation skills; excellent reporting, presentation, and IT skills. + Understanding of CEMAR and Unifier. + Minimum Level8degree (or equivalent) in engineering, project management, quantity surveying, law, or cost/commercial management. **What Desired Skills You'll Bring** + NEC accreditation(NEC Reg)(NEC Reg). + Chartered status with SCSI/RICS, IEI, ICE or equivalent. **Note:**   This position is contingent upon project award and future funding, this exciting new opportunity planned to commence in  **Spring 2026** Parsons equally employs representation at all job levels no matter the race, color, religion, sex (including pregnancy), national origin, age, disability or genetic information.
