Actalent is currently seeking a Program Support Specialist for a position in Portland, OR. The Program Support Specialist position is in the Office of Security and Continuity of Operations within the Personnel & Information Security organization at Bonneville Power Administration. This role involves providing support to the Personnel Security Program within the Personal Identity Verification, Badging, Access and Compliance Program.
Responsibilities
Facilitate and validate all scheduling of the Headquarter (HQ) and Vancouver Enrollment Centers. Verify accuracy of schedule and readiness of Enrollment Center while serving as the enrollment center operator for either our Portland, OR or Vancouver, WA locations. Monitor enrollment center schedule and provide weekly operations updates. Resolve all equipment and connectivity issues with appropriate stakeholders. Collaborate with other federal Enrollment Centers throughout Oregon, Washington, Idaho and Montana to overcome logistical barriers to customers. Create strong tracking and validation systems to schedule personal identity onboarding appointments and reinvestigations. Input and validate project documentation in SharePoint to ensure adequate quality to perform data tracking.Utilize SharePoint features to keep the program site current and effective, while continually investigating new ways to create program efficiencies. Perform back-up to Badging, Access and Compliance Program tasks when primary and back-up staff is unavailable.Validate integrity of data in multiple systems including but not limited to SharePoint, Excel, USAccess Portal, HRMIS/Workday and ProWatch. Confirm that the program databases incorporates the most accurate and current data available; run queries and create reports as needed. Provide support for program documentation and evidence; continually analyze standards updates and changes to substantiate that documentation conforms to the most current NERC and WECC critical infrastructure standards.Assist with the control and maintenance of all required personnel security records and files in accordance with BPA and Department of Energy (DOE) requirements. Validate the integrity of all data in the US Access, HSPD-12, badging, and access control systems to verify accurate metrics and operations data for responsible work streams.Effectively collect, combine, and submit all necessary audit artifacts required during scheduled audits and compliance certification. Assist with development of processes for compliance tasks, such as physical access granting and revoking, Badge issuance, and NNP library management.Assist in maintaining accountability of all badges issued, and in documenting all badge transactions, to include access privilege issuance to workers.Facilitate/perform physical access privilege processing, following strict NERC and BPA guidelines.Participate in meetings and ad hoc committees to assist BPA management with developing local implementation plans and instructions based on well-defined objectives. Provide instruction to personnel within BPA regarding the need for observing personnel security and information security requirements; provide clear-cut explanations of policies, regulations, and procedures. Maintain filing system(s), files, emails and records in accordance with compliance requirements. File and disperse documents/letters to appropriate personnel. Maintain all official records in accordance with the Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes. Participate in process improvement or data analysis initiatives. Analyze, collect, organize, and validate data and modeling results. Prepare and present materials on findings.Submit, track and maintain multiple databases, tracking requests for information, progress on various special projects, and confidential procurement information.Prepare correspondence to program/project leaders, technical team members, BPA managers, contract personnel, and primary points of contact in other BPA organizations, etc., including requests for information, status updates, information and/or document transmittals, and informative emails. Review transmittals for accuracy and content and provide comments as necessary to the COR, and/or Contracting Officer Prepare official file documentation, including justifications for procurement and program decisions.Essential Skills
Associate’s or Bachelor’s Degree in Business Management, Business Administration or closely related field is preferred.With a Bachelor’s Degree in applicable fields, 1 of experience is required. With an Associate’s Degree in applicable fields, 3 years of experience is required.Without a degree, 5 years of experience is required.Experience should be consistent with the specific requirements of program support and coordination and be progressively more technical in nature.Intermediate ability with the following applications or similar software: SharePointMS ProjectMS AccessJob Type & LocationThis is a Contract position based out of Portland, OR.
Pay and BenefitsThe pay range for this position is $34.00 - $39.00/hr.
